The SBCSS Blended Learning Framework was developed by the San Bernardino County Superintendent of Schools as a practical, research-based model to support educators in designing meaningful, future-ready learning experiences. Grounded in research and informed by classroom practice, the framework illustrates the many ways blended learning can transform teaching and learning. Through purposeful technology integration, data-informed decision-making, and learner-centered design, educators can create inclusive and engaging environments that respond to the diverse needs of today’s students.
The framework is organized around six promising practices: Instructional Design, Student Engagement, Community Building, Digital Literacy, Data & Assessment, and Personalized Learning. Together, these elements support effective blended learning implementation while emphasizing strong relationships, intentional use of technology, and continuous improvement through data. Rather than prescribing a single model, the framework provides a clear structure with the flexibility to adapt across classrooms, grade levels, and learning contexts.
Whether beginning a blended learning journey or refining existing practices, the SBCSS Blended Learning Framework serves as a practical guide for creating engaging, inclusive, and learner-centered experiences.
Station rotation is a flexible, evolving approach built around three core stations: online, offline, and teacher-led. As students rotate, they engage with content aligned to the same learning objective but presented in multiple modalities to support diverse learning needs. Successful implementation is intentional and iterative, requiring educators to experiment with activities, timing, grouping, and routines to determine what works best for their context. When designed thoughtfully, station rotation promotes student agency, collaboration, and meaningful opportunities to differentiate and personalize learning so all students can succeed.
