The wind at 60 degrees north collides, and gets forced upwards. This creates a low pressure belt, that is from 0 degrees - 5 degrees north and also south of the equator. This region is where most polar climates are. 60 degrees north is a very cool place in my opinoin, and that is why.
Haiku:
The Wind loudly growls
The earth bulges halfway out
Air is forced upward.
