To establish adequate, effective, responsive and enabling mechanisms and support systems that will empower the youth and ensure their meaningful participation in governance.

To ignite youth involvement in public and civic affairs that ought to inculcate patriotism, nationalism, and other desirable values in the youth and empower them to play a vital role in their own development as well as in our community. 

Implement youth empowerment and development programs in accordance with Republic Act No. 10742, as amended by Republic Act No. 11768.
