The Han and Roman Empires rose to power between the 2nd and 1st centuries BCE and ultimately governed half the world’s population. While both empires covered vast territories and required effective administration to maintain government control, the degree to which power was concentrated in the central government differed, as did the extent to which the central government involved itself in local government.
