Every vehicle registered in Virginia must pass an annual safety inspection to ensure it’s safe for the road. When the vehicle passes, it receives the well-known yellow inspection sticker on the windshield.
A certified Virginia inspector must check items including:

Tire condition (no cords, bubbles, etc.)
Correct wheel fasteners
Headlights (high & low beam)
Turn signals
Reverse lights
Brake lights
Tag lights
Hazard lights
Ball joints
Tie rods
Control arms
Shocks/struts
Windshield (no cracks in critical areas)
Mirrors secure and not damaged
Secure exhaust
No leaks
Emissions equipment present (not emissions testing—just a safety check)
Wipers must clear properly
Defroster must function
No fuel leaks
Hood latch works
Engine operates safely
Frame or body rust that affects safety
Bumpers attached securely
Horn
Seat belts
Airbag/SRS warning light behavior
You get a rejection sticker
You have 15 days to fix issues and return to the same station for a free re-inspection
You may drive the vehicle during this period unless issues make it unsafe
