UNIVERSITY MANDATE AND FUNCTIONS

The Rizal technological University is a state university created on October 11, 1997 by virtue of Republic Act No. 8365.

The University is tasked to provide highly professional, scientific, technological, and special instructions in the field of engineering and technology, education, sports, business and entrepreneurial technology, and the arts and sciences. It shall also promote research, extension and advance studies in its areas of specialization.

The University shall pursue and endeavor to lead in the development of work-integrated learning through partnership with industry and involvement of students in civic activities. Cooperative Education shall provide an important educational component and technical proficiency in the development of human resource capital.

To produce competent and socially responsible professionals through innovative instructions, high- impact research, and sustainable extension services responsive to the diverse needs of glocal communities.

History

The R&D Center’s beginnings can be traced to the Rizal Technological University’s early years as College of Rizal. The enormous potential of the Center as a key role player in the University is evidenced by the positions now occupied by those who provided the unit’s leadership and support roles. Dr. Jose Q. Macaballug, who in July 2007 served his 14th year at the helm of the academe, was the R&D Center’s Director from 1983 to 1986 prior to his appointment as Vice President for Academic Affairs in April1986 of then Rizal Technological Colleges. Dr. Josefina V. Estolas, the 2nd College President (1987 to 993), headed the Center as director from 1979 to 1980 and later as Vice-President for Research and Development from 1980 to 1985. Previous R&D Directors whose key positions were elevated to Vice Presidents include Dr. Jesus RF Torres, R&D director from 1989-1993; and President from 2010- 2019. Dr. Paz S. Regis, who, prior to her retirement in 1997 served as Vice President for Administration and later on as Vice President for Academic Affairs, and Dr. Rogelio T. Viaña who was the Vice President for Research and Development from 1986 to 1988 and Vice-President for Research, Extension and Information Services from 1999 to 2000. Dr. Crema T. Basuil, who also served as Vice President for Student Services, was likewise with the R&D Center in the Colleges’ years of the University.

Other notable officials whose careers saw them as R&D Directors were Dr. Clarita G. Javier (1986- 1988) retiring as Dean of Graduate Studies; Dr. Nieves Payno, (1988-1989) retiring as Dean of the College of Arts and Sciences. Throughout the academe’s history, the R&D Center has been the executive administrative support of the President in carrying out program and project planning and development, documentation and publication work, events organizing and implementation. It pursues advocacies and networking assignments in addition to its main mission of leading research undertakings of the institution which embraced mostly the field of social sciences. When Universityhood was achieved in 1997, RTU’s direction manifested in its new mandate as embodied in the university’s philosophy, vision, mission and goals. The R&D Center embracing the new aspirations of the academe embarked on science and technology research programs and project That provided the impetus for the offering of new science courses.

The biotechnology research programs spearheaded by the R&D Center under the directorship of Prof. Teresa S. Buenavista (1997 to 2005) and reliant on the science of chemistry and biology as well as select engineering fields provided the opportunity for the offering of an undergraduate course in Biology major in Biotechnology. The bachelor’s degrees in Chemistry and in Statistics were important corollary developments in the College of Arts and Sciences alongside the biology/biotechnology degree course offering.

The Research and Development Center Between the periods of 1997 to 2005, the R&D Center broadened the scope of its program undertakings to include both Science and Technology (S&T) and non-Science and Technology (non- S&T) fields. Hence, the programs on Statistical Computing to address data analysis needs of researchers, and the Environmental Research Program which initially focused on immobilization of toxic heavy metals were established. It is also at this time that RTU moved to take in promising researchers from within and outside RTU not only to provide manpower for research but also to prop up teaching manpower of the RTU in the fields of engineering and science. Closely following the new developments in the Center, the RTU spurted its own research growths. All these were made possible by the initial policies and procedures laid down by the first Vice President for Research and Development, Dr. Rogelio T. Viaña with full mandate by the RTU President. In 2002 up to 2007, Dr. Ruth S. Guzman assumed the position of Vice- President for Research, Information and Extension Services, with Prof. Noel de Ocampo appointed as Officer In-charge of he Research and Development Center vice Prof. Teresa S. Buenavista in January 2006. Dr. Amelitade Guzman became Vice-President for Programs, Research and Extension Services in 2007-2009 with Prof. Arlene Alon (nee Bañaria) as the R&D Director from 2007 - 2009. And in May 2009, Dr. Crema. Basuil took the helm as Vice President for Research and Extension Services until November 2010.

The R&D Center welcomed another director in the person of Dr. Ma. Eugenia M. Yangco whose brief stint lasted only for four months (November 2010-March 2011) before she was designated as Dean of the College of Engineering and Industrial Technology (CEIT). In April 2011, Dr. Thelma L. Ramirez took over and introduced her research and management forte, reinforcing the Center’s cache of experts until her retirement in June 01, 2014. Dr. Leonila C. Crisostomo followed suit in June 02, 2014 and promptly creating an atmosphere of rapport and zeal in and even off campus endeavor especially where scientists and specialists meet, collaborate for a breakthrough projects for the benefit of cooperating parties’ beneficiaries either local and national. This is during the leadership of Dr. Merlene M. Bernal being the Vice President for Programs, Research and Extension Services from November 2011 - 2014. Dr. Edna C. Aquino also served as Vice President for Research, Extension and Information Services (VP-REIS) from November 2014 to 2018. RTU, through its faculty-researchers and R&D representatives, is making its research presence felt. The R&D Center’s key and support personnel have taken this evolving role with zealousness along its Vperpetual role in providing the RTU’s executive offices and academic units with much sought-after assistance most especially during accreditation and certification processes. The University as a whole has opened new doors to a much greater research possibilities with the construction of the 7-storey Research Building in the Institution’s main campus which now houses majority of the different offices under the umbrella of the Office of the Vice-President for Research, Innovation and Extension Services, with the addition of other department units being served and accommodated to hold office in this same edifice.

Following the leadership of Dr. Aquino as VP-PREIS in 2018, Dr. Julius L. Meneses took over the Vice President for Research, Innovation and Extension Services (VP-RIES) position from 2018 to present and with Asst. Prof. Jovita A. Anit as R&D Director from 2018 to 2020. Both propelled the Center into a more inclusive and collaborative research engagements, local and international. At the turn of the new normal era, the R&D Center has taken a great leap - shifting its gear towards building an army of innovative researchers which has pave the way for the university to pin ample research outputs that surpassed previously recorded figure. This has been made possible through, despite being in an unprecedented predicament brought by a pandemic, the leadership of Assoc. Prof. Ryan Manuel D. Guido. An equally staunch research advocate as his predecessors, he steered the R&D programs and projects to a much distinctive stature. He was able to expand the horizon of the university R&D through the establishment of Data Science and Smart Analytics Group, RTU Comprehensive History Research Group, and the 3D Printing technologies Research Group.The Urban Agriculture Program, Mushroom Biotechnology Program, and Environmental Research Program are now being in their own individual entities as Centers. Since taking over the R&D directorship in 2020, he has driven the university’s faculty-researchers to engage mor in breakthrough research activities by providing opportunities for them to present in local and international conferences and to eventually able to publish papers in reputable international journals where such a feat is indicative of their research being considered with novelt value. Currently, the R&D Center’s goal of achieving an army of innovative researchers is well on its way to fruition.
