Hancock County
Water Bill Program- helps income-eligible households with avoiding a disconnection or reconnecting their water service. Available in Hancock, Henderson, McDonough, and Warren Counties. Call Nickie at 309-837-2997. Applications open until 12/31/2025 or until funds are exhausted.
LIHEAP- Older Adult applications start 10/01 and all other households may apply starting 11/03!
Residents of Hancock, Henderson, McDonough, and Warren counties should contact the Macomb office at 309-837-2997 to apply. Appointments can be held in-person or by phone.
Will need to provide- proof of income for each household member for the past 30 days, Social Security Numbers, copy of a current heat and electric bill within the past 30 days. Applications are taken on a first-come, first-served basis until funding runs out or August 15, 2026.
Outreach sites will be available for individuals to apply- Marion Corner Apartments in Carthage, Strom Center in Monmouth, and Strom Center in Oquawka.
Fulton County

LIHEAP Assistance- The program will begin taking applications on October 1, 2025 for older adults (60 years +), individuals with a disability, families with children under the age of six years, and households that are disconnected from their utilities, have a disconnection notice or have less than 25% in their propane tank. All other income eligible households can start applying November 1, 2025. Applications will be taken on a first-come, first-served basis through August 15, 2026, or until funding is exhausted. Households that receive a one-time benefit may return during the program year for a Reconnection Assistance or Furnace Assistance benefit(s), if needed.
To submit an application, you MUST submit ALL documentation required:
Proof of gross income from all household members for the prior 30-day period beginning with the date of application.
For all customers new to LIHEAP, and/or for new household members of previous customers, proof of Social Security numbers (SSN) for all household members. Individuals without a SSN or Individual Taxpayer Identification Number (ITIN) can still apply and the Fulton County Health Department will advise accordingly.
A copy of current heat and electric bills issued within the last 30 days.
Cash assistance is available for renters who can provide a copy of their lease/rental agreement showing their heating costs are included in the rent.

All other income eligible households can start applying November 1, 2025.
Please call 217-224-8171 or email to begin the application process. You can also walk-in to our offices at 706 Maine Street in Quincy, Monday thru Friday (8:00 am – 4:00 pm).
You will need to bring social security cards and 30 day gross income for all household members as well as the most recent gas and electric bill. Assistance is also available when the participant’s utilities are included in the rent, providing the monthly rent amount is greater than 30% of the 30 day gross income. Please bring a copy of your rent receipt if your utilities are included in the rent.
Reconnect assistance may be available if a household has been disconnected from an energy source or a delivered fuel supplier has refused to deliver and the tank contains 25% or less.
