Water and Sewer Customer Information:
Deposit of $150 is required at the time-of-service Application. This deposit will be applied to final account balance when account is closed. Deposit will be returned if final balance has been paid.
Water:
Your bill is due by the 1st of the month. Billing charges are for the previous 30-day period. Ex. March 1st - April 1st, Due May 1st.
Meters are read around the 1st of the month
The bills are mailed out in time to reach you by the 15th of each month. The Village of Rock Creek is not responsible for mail delivery. Failure to receive bill does not relinquish responsibility for payment. If you have not received your bill by the 15th, please call ethe Village Hall and we will give you your balance.
A 5% penalty charge is added to the balance if the full payment is not received by end of day on the 1st.
An account with a balance that is 30 days delinquent is subject to disconnection of service. A Disconnect Notice will be sent by mail. A door hanger reminder will be hung the day before disconnection. If payment is not made in full of the past due balance your service will be terminated until full payment is made. Partial payment will not keep your waster services on. If service is terminated, the delinquent amount and the current bill must be paid in full. An additional charge of $25.00 will be applied to the account balance.
There is a $30.00 NSF (Non-Sufficient Funds) Check Service Charge. The utility clerk may require future payments by cash or money order.
Unpaid utility charges will be sent to the County Auditor to be certified to the Property Owners Real Estate Taxes in September.
Please make sure there is nothing covering your meter that could prevent the transmission of the signal.
Sewer:
Your sewer bill is based on your water usage.
A copy of Ordinance #2430 - is provided to all customers upon applying for service. a detailed list of prohibited items is listed in the Ordinance. Please refrain from dumping substances such as: GREASE (including cooking), PETROLEM PRODUCTS, SANITARY NAPKINS, TAMPONS, RAGS, DIAPERS, PLASTIC MATERIAL, KITTY LITTER, WIPES OF ANY KIND (including flushable), CIGARETTE BUTTS OR ABRASIVES INTO THE TOILET OR DOWN THE DRAIN.
If your grinder pump light is on, please refrain from using your toilet and from running water down your drains, until the maintenance worker has come and taken care of the problem. If you have a back-up problem and your light is NOT on, call us before you call a plumber. Your light may not be functioning properly.
IF THE MAINTENANCE WORKERS FIND FOREIGN MATERIALS IN THE CROCK OR GRINDER UNIT, YOU WILL E CHARGED A GRINDER ABUSE FEE OF $126 plus any additional expense, loss and damage the village sustains by reason of such violation. IF FOREGIN MATERIALS CAUSE UNIT TO FAIL, YOU WILL BE CHARGED $1775 FOR A NEW GRINDER UNIT.
If you have a garbage disposal, please DO NOT PUT EGG SHELLS INTO IT.
Please DO NOT TIE YOUR DOG or any animal to the grinder unit post.
DO NOT CONNECT SUMP PUMPS OR DOWN SPOUTS TO SEWER LINES.
DO NOT COVER THE LID OF OYUR CROCK WITH DIRT, FLOWERS, OR LANDSCAPING. IT MUST BE ACCESSABLE AT ALL TIMES. DO NOT PLANT TREES OR SHRUBBS TO CLOSE TO THE CROCK ITSELF. ROOTS WILL DAMAGE THE CROCK AND WILL BE AT YOUR EXPENSE TO REPLACE THE UNIT AT THE ESTIMATED COST OF $10,000.

General Information:
Your water meter is owned by the Village of Rock Creek Utility Department. It is a highly accurate and dependable water measuring device. The meter registers all the water used in your home or building in gallons. Most of our meters are read using a remote reader from outside your home or building. Th meters are read monthly on the week that falls on the 1st of the month. Inside meters are usually located in a basement. Please remember that these meters must be kept above freezing temperatures in the winter. Cost of a new meter due to freezing is on the homeowner.
Meter Accuracy:
The design of the water meter does not allow for the Village of Rock Creek to adjust the dials or accuracy of the meter. Much like an automobile or other mechanical device, the meter slows down with age and can eventually stop registering completely, but it cannot arbitrarily run faster that it was designed to run. The mechanical parts are not capable of "speeding up" or registering a significantly higher reading than usual. Having a meter registering 20,000 gallons of consumption when the usage was actually 4,000 gallons would be like a vehicle with a maximum speed of 100mph suddenly being able to intermittently run at speeds of 500mph. It isn't mechanically possible.
Meter Readings:
The Village of Rock Creek bills per 1,000 gallons of consumption, with a 1,000-gallon minimum per month. Consumption is rounded down to the nearest 1,000 gallons. If your usage is 2,001 to 2,999 - you are billed for 2,000. The meters are read monthly, and the reading is uploaded into the billing software to determine consumption. Consumption is not calculated by the meter reader. In order for you to monitor the accuracy of your meter reading you can do the following:
Note on your bill the approximate read date on the previous bill
Write down your reading on approximately the same date the following month
Subtract this reading from the previous reading to determine consumption during this period.
Note that the exact reading date of your meter will vary from month to month due to scheduling
If you want to narrow down the time period for excess consumption, take your reading on a daily or weekly basis.
High Consumption
If a reading is substantially higher than average the utility department will reread the meter to check for accuracy of the reading. The utility department now has the capability to do a data analysis to review the last 90 days of consumption. this allows us to see if there is continuous usage, indicating a leak, and shows when and on what days high volumes of water are being used.
Some Facts on Water Leaks
Most of our meters have a "flow indicator", some are in the shape of a triangle, and some are asterisk shaped. Steady movement of this indicator while there is no water turned on in the home or building (faucet, shower, washer, etc.) indicates that there is usage taking place not visible to the observer, meaning a leak. It is to your advantage to repair all leaks or drips as soon as detected.
Toilets can run with no visible or audible evidence. to help detect this problem, put some food coloring in the tank of your toilet before going to bed or work and let it sit without flushing. If there is leakage occurring in the tank, the food coloring will travel to your toilet bowl without flushing.
Incredibly small leaks can lose more water than you imagine. A 1/32-inch leak at 60psi loses 617 gallons per month.
If you cannot locate a leak yourself, it is recommended that you call in a leak detection company or a plumber to locate the leak as soon as possible.
