The goal of this toolkit is to educate local public health agencies (LPHAs) on how to partner with local school leadership to
Evaluate, communicate and implement district level tobacco-free schools policies.
Provide proactive nicotine prevention education to students, families and school staff.
Support the development and implementation of supportive, non-punitive responses to tobacco policy infractions.
Connect students with quit resources and supports for underlying reasons for use.
This toolkit builds from the Essential Components of Effective Tobacco Prevention for Schools which outlines five evidence-based components at the district, school and community level that are necessary to create tobacco-free schools.
This toolkit outlines eight complementary actions LPHAs can take to successfully partner with local districts and schools and support their efforts to create comprehensive and inclusive tobacco-free learning environments.

2. Assess district level policy.
3. Guide strong Tobacco-Free Schools policy communication.
4. Recommend nicotine prevention education.
5. Encourage supportive, non-punitive discipline.
6. Support quitting.
7. Engage families and caregivers.
8. Establish community partnerships.
Each school is unique. There is no “one size fits all” approach. Choose the actions that best align with your district and school priorities, needs and readiness to take action.
