McKinney - Vento Homeless Children and Youth Program
The McKinney-Vento Act is a federal law guaranteeing all children and youth the right to an equal education, regardless of their living situation. Protection under the McKinney-Vento Act extends to those who lack a fixed, regular, and adequate nighttime residence.
This includes youth in shelters, motels, campgrounds, and those that are living with relatives or friends due to loss of housing, economic hardship, or a similar reason. Hidden homeless are also included - those who are constantly moving from one place to another without a permanent adequate nighttime residence.
What Defines a Homeless Student?
Students who are considered to be homeless "lack a fixed, regular, and adequate nighttime residence". This includes children or youth who are living in motels, hotels, camp grounds, transitional shelters, parks, cars, or any nighttime residence that is a public or private place not meant to be used as a regular sleeping accommodation.Â
This includes children who fall into the following groups:
Children waiting for foster placement
Migratory Children who have night time accommodations that are not fit for habitation
Unaccompanied youth who are not in physical custody of a parent or guardian
Children who are denied housing by a parent or guardian
Children or youth who are sharing a residence with another family
Children living in shelters
What Does RIROE Provide to the 10 Districts we Serve?
RIROE provides educational support for students identified as homeless. These districts include: Carbon Cliff-Barstow School District, East Moline School District, Hampton School District, Moline-Coal Valley School District, Riverdale School District, Rock Island-Milan School District, Rockridge School District, Sherrard School District, Silvis School District, and United Township High School District. ROE Services will:
Ensure that all school districts in Rock Island County have an identified Homeless Education Liaison
Provide professional development for liaisons, school personnel, communities and all other interested parties
Assist in identifying homeless students
Provide school supplies to students who are identified as homeless
Remove barriers to school success
Advocate for the rights of homeless students
Provide information and opportunities to educational and community partners to assist in meeting the needs of homeless students
Answer questions and provide support to schools who have students identified as homelessÂ
