Vendors who submit proposals without receipt of all addenda issued may be deemed to have submitted proposals not responsive to this Request for Proposal solicitation. 

By submitting a RFP (or RFPs), each offeror agrees to waive any claim it has or may have against the School, the Architect and their respective employees arising out of or in connection with the administration, evaluation or recommendation of any RFP; waiver of any requirements under the RFP Documents; acceptance or rejection of any RFP; and award of Contract.  

Blue Learning, an open-enrollment Community School, is issuing a Request for Proposals for a Construction Manager-At-Risk to perform construction services on a project located at 2892 E116th Cleveland OH 44120 involving minor MEP and tenant finish.

Blue Learning Construction Services intends to evaluate responses and select a Construction Manager-At Risk in a one-step selection process in accordance with ORC Sections 9.334(A)(2). Deadline for RFP responses to be submitted is 2:00 pm, on July 30, 2026. Inquiries may be submitted in writing no later than five (5) calendar days prior to the proposal due date to swhilton@responsiveedtx.com. RFP responses will be opened at 2:05 pm, on July 30, 2026 at Blue Learnings administrative offices located at 4650 Lakehurst Ct., Dublin, OH 43016.

Blue Learning reserves the right to reject any or all responses to this RFP, to waive technicalities, to re-advertise or to proceed otherwise where in the best interest of the Blue Learning. Responses should be submitted sealed and plainly marked: “Premiere High School – Cleveland".   Late responses will not be accepted and will be returned unopened.
