Central Office Staff Foster Care Protocols
Upon enrollment, students who are identified in the foster care system do not have to submit all forms at the time of enrollment and must be immediately registered in the district. The Department of Heath & Human Services has two weeks to obtain all of the school records and deliver them to the students school and should provide the DHHS 942 Form (see below).
Every two weeks, central office pupil accounting will send a "Direct Certification Identification List" of Foster Care Students to the individual school buildings. This is a fluid list which changes regularly and is updated by the state of Michigan on a bi-weekly basis. Schools are required to upload the list bi-weekly and provide appropriate services to identified foster care students.
Schools may NOT DROP students in Foster Care for attendance or lack of progress, but must communicate with the worker and implement many strategies and services students to improve school success.
Communicate with building office staff when addresses change for students and/or worker contacts change.

Central Office Email Template should be utilized for communication to building and liaison of a foster care student who registered with the district, or for a student who transitions into the foster care system during the school year:

If your information is different, or if you receive updated information, please let us know. Please make sure these changes are reflected under the students contact information in MiStar, and share this information with those staff who need to know. Teacher(s), counselor(s) and/or social worker(s) note the need to honor confidentiality. Make sure to add in the "Legal Bindings" section in MiStar that this student is in Foster Care.
