Iraqi students accept postgraduate studies at Iraqi universities

First: the general conditions for submission and acceptance

• The applicant must not be older than (40) forty years old.

• That the age of the PhD student is no more than (45) forty five years.

• Excluded from the age and average requirement and advanced English language proficiency test for higher diploma study.

• That the applicant’s Master's degree is not less than (65%), and the first quarter for medical and engineering specialties is excluded from an average of no less than 60%.

• The applicant's PhD level should not be less than (70%).

• The applicant to study for a master’s degree (from employees) is required to have an actual job service for two years after obtaining the last certificate, and the service period is calculated from the date of commencement of the job until 1/9/2011 and a full-time study.

Second: Calculating the baseline differentiation rate

The base differentiation rate for the applicant to study higher diploma, master's and doctorate degrees for medical, engineering, pure sciences and English language is calculated according to the following formula.

Differentiation base rate = (average x 70/100) + (entrance exam score x 30/100)

Except for the above majors, according to the following :fmula:

Differentiation base rate = (average x 70/100) + (entrance exam score x 25/100)

Note:

The rate for a higher diploma holders = 60% for a bachelor’s degree + 40% for a higher diploma + 5 marks for those who passed the ITP-TOEFL exam

Three: admission channels

Channels within the admission plan ﴾

1- The first acceptance channel: -

• Through which the first graduate (applicant to study for master's degree only) is accepted according to the general conditions for submission and acceptance mentioned in item (first) and according to the following controls:

• He must be ranked first in the department or branch (for colleges where there are no departments) and only in the first round.

• The first graduate has the right to apply to all universities in which he specializes.

The first ones are competing for a percentage of no more than (30%) of the seats allocated to masters and doctorate studies according to the admission plan, provided that not less than one seat in each specialty, and in the event that the ratio is an incorrect number, it is rounded to the nearest integer in the event that the fracture is greater Or equal to 0.5, and in the case of fracture less than 0.5, the fracture is neglected.

2- The channel for admission of employees of departments and branches of colleges in higher education

Accordingly, one academic seat is allocated in each open study according to the following controls:

Allocating one academic seat for the employees of each department or branch (for colleges where there are no departments) and in which the study is open. The applicant is subject to the conditions stipulated in Clause (First) / General Conditions for Submission and Admission and is excluded from the service condition (two years) according to paragraph (14) of the article (7) of University Service Law No. (23) of 2008.

Note:

Nomination is carried out by the concerned department at the relevant college, and approved by the college council, taking into account the years of service, the average, its sequence of graduation, the scientific title and the number of research and published literature according to a special nomination form Form No. (503)

3- The channel for accepting state employees according to the memoranda of understanding

Under which one academic seat is allocated in each open study to state employees so that they compete with each other for the mentioned seat in accordance with the Memorandum of Understanding held between our ministry and other ministries and in which the relevant ministries bear the costs of studying for a master’s degree (three million dinars annually for human studies and four million dinars annually for scientific studies (And for PhD study) four million dinars annually for human studies and five million dinars annually for one

4- General acceptance channel

Higher education employees, other ministries, departments not associated with a ministry, and non-employees have the right to apply to this channel in accordance with the conditions stipulated in Clause (First) / General Conditions for Submission and Admission and for Masters and Doctorate studies. Competition between applicants takes place according to the controls and according to the remaining seats from the previous channels within the admission plan.

﴾ Other channels outside the admission plan﴿

1- Creative and Talented channel:

Under which creators and talented are accepted under conditions and mechanism and in accordance with a special nomination form (Model No. 2020) where competition is only for one seat in each open study, and graduates of colleges of physical education are not entitled to apply according to this channel and that they include the athletes and champions channel and raise the application form that is available The capacity of creativity or talent to the Research and Development Department

2- The channel for accepting martyrs and political prisoners:

The families of the martyrs are accepted according to the Form No. 505 and political prisoners according to a special nomination form (Form No. / 503), where only one seat is contested in each open study.

Note/ What is meant by the young college: It is the college that was not established more than ten years ago.

* General notes on the above paragraphs (channels outside the admission plan)

• All conditions stipulated in Clause (First) apply to all channels above

• Competition is for one seat in every open study except for private expenses where the competition is for seats that are not less than one seat and not more than three seats and the age of the applicant to study for a master’s degree is not more than 45 years and doctoral studies more than 50 years.

• The Creators and Talents channel, the Martyrs and Political Prisoners channel, the Heroes of Athletes channel, and the study channel on private expenses include employees and non-employees.

• The employee and the non-employee bear the costs of studying on the private alimony channel and he is entitled to pay the amounts directly and his department does not bear that.

( General Notes )

• Graduates of private universities and colleges are entitled to apply for postgraduate studies in accordance with the controls stipulated in Clause (First) / General Conditions for Submission and Admission

• The average score is computed in favor of the applicant for the purpose of submission only if the rate is (64.50%) and above to become (65%). As for the calculation of the base rate of preference according to the equation mentioned in clause (Second / 1), the degree of the average will remain as it is without being forced for applicants to study for a master’s degree.

• The average of the preparatory year grades is approved only without the thesis, in the event that the applicant holds a master's degree with a full grade in cases where no degrees were awarded.

• The applicant to study for a Ph.D. who is not affiliated with higher education and who has completed a master’s degree within the specified period without extension and received an estimate of not less than very good in (thesis + preparatory year) to apply directly with the exception of the service requirement (two years).

• Submission is required on one channel only, and the applicant's acceptance will be canceled if it is proven that he submitted to more than one channel

• Graduates from universities that are not recognized by the Ministry of Higher Education and Scientific Research are not eligible.

• Admission to the Iraqi Council for Medical Specialization shall be in accordance with the conditions of the Council after its approval by the Ministry.

• In the event that there are vacant seats in any channel, they are rotated to the next channel and according to the priorities for admission, as stated in the admission sequence, and do not include channels outside the acceptance plan and within a period not exceeding 14 days.

• The reserve replaces the inherent in the event that its acceptance is canceled within a period not exceeding (14) fourteen days from the date of the start of the study and no transaction is promoted outside this period and the college bears responsibility for that.

• Postgraduate application starts on Sunday 24/7/2011 and ends on Wednesday 31/8/2011.

• The date for the entrance examination shall be on Monday 5/9/2011.

• The names of those admitted will be announced no later than Thursday 29/9/2011 through the electronic system for admission to universities, provided that the following is taken into consideration: -

• University orders are issued within a maximum period of Sunday 16/10/2011, provided that a copy is sent to the employee’s department of study.

• The study will be commenced no later than Tuesday, 1/11/2011.

• The Department of Research and Development at the Ministry's Center audits university orders issued by universities.

• The university or its faculties do not have the right to expand the admission plan after formally approving the plan.

• It is left to the University Council to set fixed and comprehensive standards to address the situations that arise during the implementation of these controls through an exceptional session and in a manner that does not affect the progress of the educational process and its sobriety.

• The applicant is not allowed to participate in the entrance examination unless he has completed all the basic requirements required for application, including:

• Graduation document in which the rate and sequence are fixed.

• No objection letter for employees.

• Fill out the application forms.

• Sign the required written pledge.

• Blind students for postgraduate studies for the 2011-2014 academic year are excluded from the ITP-TOEFL and IC3 Proficiency Exam or equivalent.

Channels of admission and submission

Admission of students at the expense of private expense is provided by Iraqi embassies abroad and Arab and foreign embassies accredited in Iraq or through the ministry.
