STATISTICAL OPERATIONS AND COORDINATION DIVISION
I. BACKGROUND
Central Visayas Region VII consists of four provinces (Bohol, Cebu, Negros Oriental, and Siquijor) and three highly urbanized cities (Cebu City, Mandaue City, and Lapu-Lapu City). Executive Order No. 183 issued on 29 May 2015 by former President Benigno Aquino III, the province of Negros Oriental was removed from Central Visayas to form the Negros Island Region but later regained into when President Rodrigo Duterte dissolved the Negros Island Region on August 9, 2017, revoking EO No. 183 s. 2015 through the signage of Executive Order No. 38.
On September 12, 2013, the Philippine Statistics Authority (PSA) by virtue of Republic Act No. 10625, otherwise known as The Philippine Statistical Act of 2013, was signed merging the four agencies, namely:, the National Statistics Office (NSO); the Technical Staff of the National Statistical Coordination Board (NSCB); the Bureau of Agricultural Statistics (BAS); and the Bureau of Labor and Employment Statistics (BLES).
The Philippine Statistics Authority is mandated to plan, develop, prescribe, disseminate and enforce policies, rules and regulations and coordinate government-wide programs governing the production of official statistics, general purpose statistics, and civil registration services in support for the development of the region.
In Art. 23 of Rule 15 of the Implementing Rules and Regulations (IRR) of RA No. 10625, stated that there shall be Regional Statistical Service Office (RSSO) for each of the administrative regions in the country. Then, Art. 24 of Rule 15 (IRR of RA No. 10625) specified that the RSSO shall have two divisions which shall each be headed by a Division Chief. One of this is the Statistical Operations and Coordination Division (SOCD).
II. FUNCTION AND RESPONSIBILITIES
The Statistical Operations and Coordination Division (SOCD) shall be responsible in the statistical, technical and Information and Communication Technology (ICT) operations as well as coordination of the different activities of the RSSO. It shall be responsible for all statistical coordination and development in the region. Likewise, it shall be in-charge in the technical coordination on all statistical activities in the Provincial Offices (POs).

It shall be responsible for the statistical, technical and ICT operations as well as coordination of the different activities of the RSSO/PO
It shall be responsible for all statistical coordination and development activities in the region i.

Plans, implements and coordinates statistical activities for the development of the sub-national statistical system
Formulates, implements and monitors statistical policies and programs at the sub-national level
Adopts and implements statistical coordination mechanisms, statistical standards and classification systems at the sub-national level
Provides technical assistance or statistical services to local statistical coordination committees, interagency committees, local line agencies, and the academe
Prepares, produces and disseminates local statistical publications like the Regional Social and Economic Trends, Countryside in Figures, Statistical Handbook on Women and Men as well as local statistics poverty, economic accounts and other local-level statistics
Reviews and assesses statistical methodologies used in the generation and dissemination of local level statistics
Manages and maintains the PSA Statistical Information Center, including the website at regional level
Compiles, maintains and updates database on statistical data in the sub-national level
Recommends measures to develop/strengthen the capability of local government units (LGUs),
local line agencies in the production, analysis, utilization and
dissemination of local data for local development planning and project/program monitoring
The Statistical Operations and Coordination Division (SOCD) shall be responsible in the statistical, technical and Information and Communication Technology (ICT) operations as well as coordination of the different activities of the RSSO. It shall be responsible for all statistical coordination and development in the region. Likewise, it shall be in-charge in the technical coordination on all statistical activities in the Provincial Offices (POs).
A. FUNCTIONAL STRUCTURE
The SOCD functional structure was created for the smooth and well-ordered distribution of workloads.
From the approved plantilla positions by the Department of Budget and Management
(DBM), SOCD is allocated of fourteen (14) regular positions. To date, there were only eleven
(11) filled-up positions as shown in organizational structure. To assist the technical works,, administrative works, and QMS activities, five (5) Job Order personnel were hired.
B. RESPONSIBILITIES
In order to attain all the responsibilities, the division is divided in two sections, namely:
1. HOUSEHOLD-BASED STATISTICS, CENSUS-BASED STATISTICS, AND SAMPLING FRAME
Act as focal person and attend task force training related to household-based and
census-based statistics.
Facilitate and supervise Provincial Offices (POs) in the conduct of household-based and census-based surveys.
Act as trainers in the region.
Assess and supervise POs in manual and machine data processing.
Monitor POs submission of survey reports directly submitted to Central Office.
Consolidate narrative reports submitted by POs to RSSO.
Review and validate survey results submitted by POs to RSSO.
Conducts Regional Data Review for Agricultural Statistics.
Participates in interal and external technical working groups and committees related to statistics.
II. ESTABLISHMENT-BASED STATISTICS, STATISTICAL PLANNING
COORDINATION, AND STATISTICAL FRAMEWORK & INDICATOR SYSTEM
Act as focal person and attend task force training related to establishment-based surveys.
Facilitate and supervise POs in the conduct of establishment-based surveys.
Act as trainers in the region.
Assess and supervise POs in manual and machine data processing.
Monitor POs submission of survey reports directly submitted to Central Office.
Consolidate narrative reports submitted by POs to RSSO.
Review and validate survey results submitted by POs to RSSO.
Prepare the regional accounts under the Philippine System of National Accounts and the required reports
Maintain the statistical accounts in the region.
Maintain the statistical indicators in the region.
Promotes and develops integrated social and economic statistics and maintains various systems related to various set of frameworks and indicator systems.
Prepares reports on Regional Social and Economic Trends and Regional Statistics and Development Program.various systems related to various set of frameworks and indicator systems.
Prepares reports on Regional Social and Economic Trends and Regional Statistics and Development Program.
Act as secretariat for the Regional Statistical Committee.
Participates in internal and external technical working groups and committees related to statistics.
Performs related functions which may be assigned.
Aside from the two statistical sections, a support units are in place to assist the statistical operations in maintaining the technical coordination, namely:
a. Information System Analyst I
1. Designs report/output layouts;
2. Prepares required logical diagrams, flowcharts;
3. Writes, codes and assembles computer programs instructions using symbolic programming system;
1. Supervises the preparation of publication materials for printing;
2. Edits and reviews texts, tables, and manuscripts;
3. Looks into the appropriateness of all laid out tables as support materia manuscripts;
4. Test and debugs program manually and with the computer;
5. Makes program modifications as per required of subject matter division;
6. Prepares program documentation according to prescribed standards;
7. Assists in statistical operation and coordination;
8. Takes charge of computer hardware maintenance and servicing; and
9. Performs other tasks that may be assigned by supervisors.
b. Information Officer I
1. Supervises the preparation of publication materials for printing;
2. Edits and reviews texts, tables, and manuscripts;
3. Looks into the appropriateness of all laid out tables as support materials of manuscripts;
4. Coordinates with printing unit or printers on printing matters;
5. Prepares dummy for each publication before printing:
6. Prepares monthly report on work status for publications;
7. Maintains the catalogues of monographs/books/publication in the PSA
Library;
8. Maintains and updates directory of PSA officials and Local Civil Registry Offices and other government and non-government agencies;
9. Disseminates statistical and civil registry information through print and broadcast media;
10. Maintains and updates bulletin on PSA activities and statistical and civil registry products and services; and
11. Performs other tasks that may be assigned by supervisors.
