Qualifications
A valid Manitoba Class 2 License and a valid School Bus Operator’s Certificate
High School Graduation
Ability to work flexible hours as required
Demonstrated administrative skills, including the supervision and evaluation of staff
Strong interpersonal, organizational, problem solving, and communication skills.
Position Summary
The Transportation Supervisor is responsible for the planning, organization, and operation of all divisional transportation services for students. He/she provides leadership and direction in establishing and maintaining an efficient and safe transportation system. He/she is responsible for the area of workplace, safety and health for the Division.
Duties and Responsibilities
Give leadership and direction to all transportation operations of the Division as they pertain to students transported, School Bus Drivers, and the bus fleet.
Consult with the Secretary Treasurer on the annual budget estimate and statistical data for the transportation department.
Administer Board policies related to transportation and repair facilities, and when requested, report to the Board as required. Ensure that all Manitoba Education and Advanced Learning forms and reports are prepared and submitted on a timely basis.
Assume responsibility for the supervision and evaluation of all transportation staff, and recommend the employment, transfer, termination, promotion, or demotion of staff.
Purchase or supervise the purchase of necessary items to efficiently maintain property and equipment and ensure that said purchasing is carried out in accordance with the purchasing and tendering policies of the Division. (See also DK, DKD)
Ensure that equipment, property, facilities, and buses are kept in a safe condition by meeting the necessary codes and safety requirements.
Establish criteria for the assignment of workloads and on the basis of these criteria plan, organize, and schedule the workloads of all staff under supervision.
Provide policy guidance and direction to staff under supervision to ensure that their conduct and appearance is aligned with approved standards and regulations.
Plan and carry out inservice training of staff under supervision and, with specific reference to Bus Drivers, develop and implement approved bus operating rules and procedures, safety regulations, and driving standards.
With specific reference to the transportation department:
Oversee the safe and efficient operation of the Bus Garages;
Maintain a record of the name, grade, location, and time of pick up and drop-off for each transported student;
Plan and design bus routes in such a manner as to ensure efficiency and recognize the need for student comfort and needs;
Plan and supervise vehicle preventive maintenance programs which will establish an acceptable maintenance standard as required by regulations;
Maintain accurate records of fuel, maintenance and general operating expenses of the transportation fleet and exercise effective control over expenditures in relation to the approved transportation budget;
Investigate accidents involving Division buses, preparing reports on the findings and, where possible, initiating procedures to prevent recurrence and ensure that accidents are promptly and properly reported to the proper authorities and insurance agents;
Supervise the schools’ coordination of the availability and use of buses for field trips and special programs;
In conjunction with the Principal, investigate and resolve serious incidents on the school bus.
Maintain membership in appropriate professional organizations and participate in the activities and the work of such organizations, as approved by the Board.
Recommend the requisition and disposition of school buses to the Secretary Treasurer.
Perform duties as Safety Resource Officer to the division, establishing and maintaining safe work procedures as required by Workplace Safety and Health regulations.
Perform facility audits and inspections to identify safety hazards and equipment conditions. Assist to develop plans and/or processes to eliminate/reduce hazards.
Assist in the implementation and monitoring of the chemical waste disposal program of the Division for all hazardous wastes.
Provide yearly training to all division staff in WHMIS as required. Assist in the provision of other staff training programs as required (CPR, First Aid, A.E.D., etc)
Provide input into safety programs of the Division by observing practices and conditions, deficiencies and concerns.
Assume other responsibilities and perform other related duties as requested by the Secretary Treasurer.
