Questions:

Given the district's preference for 1:1 contention (dedicated service) and the fact that most dedicated satellite services have symmetrical bandwidth (same upload and download speeds), how will the District evaluate / score this type of delivery versus a higher contention asymmetric delivery?

If two bids were identical except one had a more favorable (lower) contention rate with symmetric bandwidth, would that bid receive more points? If so, how would that be calculated?

EG: a symmetrical circuit that costs the same as an asymmetrical will score higher, up to the sufficient quantity of upload bandwidth relative to the number of devices on the network."
