The following PPPL NSTX-U Recovery Management Roles and Responsibilities are taken from the Integrated Project Team Charter in Appendix A of the Preliminary Project Execution Plan (
PPEP).
A.4 PPPL NSTX-U Recovery Project Director (PD)
The NSTX-U Recovery PD provides senior management oversight for the project and is responsible for the direction of NSTX-U design, construction and commissioning activities and the research and development program to support the NSTX-U Recovery Project. The NSTX-U Recovery Project PD will:
- Direct overall planning and execution of the NSTX-U Recovery Project.
- Ensure that ES&H responsibilities and requirements are integrated and implemented in the project.
- Establish technical and administrative controls to ensure the project is executed within approved cost, schedule and technical scope.
- Direct and coordinate supporting R&D and commissioning activities with construction activities.
- Request and coordinate laboratory internal and external peer reviews of NSTX-U Recovery scope.
- Represent the project in interactions with the DOE. Participate in management meetings with DOE and communicates project status and issues.
- Chair the NSTX-U Recovery Change Control Board.
- Approve Level 3 baseline change control proposals.
- Prepare and provide recommendations to the FPD for Level 0, 1, and 2 change control proposals, as required.
A.5 PPPL NSTX-U Recovery Project Deputy Director (DPD)
The Deputy Project Director provides assistance on Project issues as needed, and takes responsibility for the Project Director if the Project Director is absent.
A.6 PPPL NSTX-U Recovery Project Manager (PM)
The NSTX-U Recovery Project PM reports to the NSTX-U Recovery Project PD and is the principal point of contact for project management of the NSTX-U Recovery Project design and construction effort. The PM is responsible for ensuring that the design and construction project is completed on schedule and within the approved funding and scope.
The NSTX-U Recovery Project PM will:
- Direct and coordinate the project management function of NSTX-U Recovery.
- Prepare the NSTX-U Recovery Project Management Plan and ensure implementation of effective management systems across the project; including project controls, earned-value management, finance, procurement, risk, QA/QC and information technology/document management.
- Oversee the establishment of a performance measurement baseline across the NSTX-U Recovery, which is approved by the PD.
- Oversee project planning, scheduling, budgeting, and configuration control.
- Oversee the establishment of systems to track and report variances from baseline scope, schedule and cost estimates specified in the Project Management Plan as well as monitor expenditures of funds.
- Act as the point-of-contact for NSTX-U Recovery project-wide management reviews (DOE, Director’s Reviews, periodic re-estimates, etc.).
- Act as the Control Account Manager (CAM) for WBS 1.7, Project Management and Integration.
- Initiate, as necessary, internal reviews of System-level (WBS L2) systems to ensure that the systems meet project performance, cost, and schedule milestones.
- Prepare and provide recommendations for baseline change control proposals.
- Participate as a member of the Change Control Board.
- Serve as the NSTX-U Recovery PD when the NSTX-U Recovery PD and DPD are unavailable.
A.7 PPPL NSTX-U Recovery Planning and Controls Manager
The Planning and Controls Manager:
- Maintains the project cost/schedule database and risk register
- Conducts weekly status report meetings with OBS managers
- Performs analysis using Earned Value Management (EVMS) performance measurement tools
- Provides regular reports
A.8 PPPL NSTX-U Recovery Project Engineer (PE)
The NSTX-U Recovery Project PE reports to the NSTX-U Recovery Project PM and is the principal point of contact for project engineering of the NSTX-U Recovery Project design and construction effort.
The NSTX-U Recovery Project PE will:
- Organize and contribute to engineering technical review and analysis of the R&D, design, fabrication, testing, and construction and installation of Recovery Project hardware and software executed by the Project Manager
- Ensure project designs provided to PPPL approval authorities are technically sound
- Ensure that the NSTX-U device and supporting infrastructure meet all project requirements
- Ensure that all engineering design processes, procedures, and documentation support the mission and conform with defined PPPL requirements
- Lead efforts to revise design when necessary due to changes in requirements, operational problems, or any other issues identified
- Ensure all design changes are independently reviewed and validated prior to implementation
- Identify needs for future equipment modernization including cost and duration
- Chair the NSTX-U Change Review Board (CRB)
A.9 PPPL NSTX-U Recovery Project Tokamak Core Engineering Manager
The NSTX-U Recovery Tokamak Core Engineering Manager reports to the Project Engineer and supervises the engineering team associated with the key tokamak core scope, namely the Vacuum Vessel and Internal Hardware, the Plasma Facing Components (PFCs), and the Magnets.
