INTRODUCTION
1. Purpose. The purpose of this Appendix is to outline the Cadet Company and Platoon structure for the Papillion - La Vista Community Schools (PLCS) NJROTC program. As with any organization, our program’s success requires effective communication both up and down the chain-of-command. This in turn requires the structure of the company, as well as the duties of each cadet within the company, to be clearly defined.
2. Senior Naval Science Instructor (SNSI). The SNSI is ultimately responsible to the Navy, PLCS, and the two high schools’ leadership teams for all matters pertaining to NJROTC. The SNSI will carry out these responsibilities in close cooperation with the school administration and the Naval Science Instructor (NSI.) Specific areas of oversight and responsibility for the day-to-
day running of the NJROTC program, including course and team assignments, will be informally discussed and agreed upon between the SNSI and the NSI.
3. Naval Science Instructor (NSI). The NSI will work closely with the SNSI in the day-to-day running and administration of the NJROTC program. Generally, the NSI will be responsible for the academic courses taught to the NS-1 and NS-3 Cadets. The NSI will also supervise some of the program’s competitive teams. Instruction will be agreed upon with the SNSI and may
change on a year-to-year basis. In the absence of the SNSI, the NSI has responsibility for all aspects of the NJROTC program.
4. PLCS and the High Schools. The SNSI and NSI work for PLCS and for the principals of the district’s two high schools. The SNSI, as the NJROTC Department Head, will be the primary point of contact and coordination between school administrators and the NJROTC program. School Administrators will be afforded all of the honors and respect shown by cadets to the SNSI and NSI. PLCS policies take precedent if there is a conflict between program regulations and District policies.
COMPANY ORGANIZATION
1. Company Structure and Makeup. When the enrollment of our program is less than 150, it is organized into a single company. When constituted as a single company, the program shall consist of between four and eight platoons. Each class period will be organized into at least one platoon.
2. Company Staff. The Cadet Company Staff is comprised of more senior cadets and runs the company on a day-to-day basis. The SNSI and NSI, by themselves, cannot oversee all aspects of our program in the detail necessary to make things run smoothly. Responsibilities for most routine matters are delegated from the SNSI/NSI to the Cadet Staff. The members of the Cadet Staff are the direct link between the platoons and the SNSI and NSI.
3. Communications Flow. The communications flow up and down the chain of command sets the climate and tone for the program. The problem of communications flow is inherent in any organization, but is particularly a problem in the high school environment, where the NJROTC class is one of seven separate classes a cadet may have on any given day. It is therefore
imperative that all members of the Cadet Staff know their listed responsibilities. This list of responsibilities is to be used as a guide only, and may not be all-inclusive for every position.
PLATOON ORGANIZATION
1. Platoon Structure and Makeup. While there will be a varying mix of seniority and numbers of cadets in different platoons, every attempt will be made to standardize platoon structure and organization. The standard platoon structure will be three squads of cadets, with each squad being led by a designated Squad Leader.
2. Platoon Staff. Squad Leaders are nominated for selection by their Platoon Commanders. These nominations are reviewed and approved, or changed as appropriate, by the SNSI and NSI. Squad Leaders must generally be more senior Cadets who have shown positive leadership traits. Platoon Staff positions are generally kept the same throughout the school year, but may be changed due to the transfer of cadets into or out of class periods or through cadets’ performance shortcomings. The Platoon Staff is the primary voice for the cadets in their charge; they must ensure good communication up and down the chain-of-command.
POSITION DESCRIPTIONS
1. Cadet Company Commanding Officer (CO). The Cadet Company CO is the senior cadet within the company. He or she is ultimately responsible to the SNSI and NSI for everything that takes place within the Company. This position will normally be held for a full school year. The Cadet Company CO should hold the rank of Cadet Lieutenant Commander.
a. Responsibilities.
(1) Maintain high morale and enthusiasm within the program.
(2) Ensure the timely and proper execution of program activities.
(3) Ensure the dependable and continuous flow of communications up and down the
chain of command.
(4) Provide recommendations for Cadet promotion and billet assignments.
(5) Direct and coordinate the efforts of the Cadet Staff.
(6) Direct and run the weekly Cadet Staff Meeting.
(7) Perform as the Cadet Officer in Charge of company formations.
(8) Act as the primary Cadet Company point-of-contact (POC) with the SNSI/NSI.
(9) Setting a good example for all members of the company by maintaining the
highest standards of performance, conduct, appearance, military bearing, and courtesy.
2. Cadet Company Executive Officer (XO). The Cadet Company XO is the second-most senior cadet within the company. He or she must be prepared to take charge of the company in the absence of the Cadet CO. This position will normally be held for a full school year. The Cadet Company XO should hold the rank of Cadet Lieutenant.
a. Responsibilities.
(1) Investigate all disciplinary matters within the company.
(2) Supervise the Cadet Company Staff as directed by the Cadet CO.
(3) Direct and run the weekly Cadet Staff Meeting in the absence of the Cadet
Company CO.
(4) Monitor the discipline and morale of the company, and make appropriate
recommendations to the Cadet Company CO.
(5) Set a good example for cadets by maintaining the highest standards of
performance, conduct, appearance, military bearing and courtesy.
(6) Perform other duties as assigned by the Cadet Company Commanding Officer.
3. Company Operations Officer (OPSO). The Cadet Company OPSO oversees the program’s day-to-day activities. He or she will advise the Cadet Company CO on all company activities and will work closely with the Company Administrative Officer to ensure that information is communicated to the company, and properly supervised and recorded. This position will
normally be held for a full school year. The Cadet Company OPSO should hold the rank of Cadet Lieutenant (junior grade).
a. Responsibilities.
(1) Primary POC for all program activities. Ensure smooth and timely planning,
execution and completion of all company evolutions.
(2) Maintain the NJROTC Plan-of-the-Week (POW) and Calendar.
(3) Select and brief Cadets in Charge (CIC) on upcoming events, and ensure they have
the training and background necessary to successfully accomplish the mission.
(4) Set a good example for all members of the company by maintaining the highest
standards of performance, conduct, appearance, military bearing and courtesy.
4. Cadet Monarch Detachment Officer (MDO). The MDO is the primary coordinator and communications conduit between NJROTC leadership and cadets at Papillion La - Vista High School. This position will normally be held for a full school year. The Cadet Company MDO should hold the rank of Cadet Lieutenant (junior grade).
a. Responsibilities.
(1) Provide primary supervision for cadets at PLHS.
(2) Support the PLHS administration on all NJROTC efforts.
(3) Report any discipline or military bearing problems among Monarch cadets to the
SNSI, NSI, and CO.
(4) Monitor the morale and participation of Monarch cadets, and represent their interests at all staff meetings.
(5) Set a good example for all members of Titan Company by maintaining the highest
standards of performance, conduct, appearance, military bearing and courtesy.
5. Company Senior Chief Petty Officer (SCPO). The Cadet Company SCPO is the most senior enlisted cadet within the Company. He or she is the direct liaison between the Cadet Company CO and the enlisted cadets in the platoons. This position will normally be held for the entire school year. The Cadet Company SCPO should hold the rate of Cadet SCPO.
a. Responsibilities.
(1) Report to and advise the Cadet CO on all matters relating to the welfare and
morale of junior cadets.
(2) Works directly with the SNSI/NSI, CO and XO on projects and other items as
required to develop and maintain the morale of the unit.
(3) Maintain training and standards of Company CPOs.
(4) Develop weekly Physical Education plan for consideration by the SNSI and NSI.
(5) Set a good example for all members of the company by maintaining the highest
standards of performance, conduct, appearance, military bearing and courtesy.
6. Company Administrative Officer (AO). The Cadet Company AO will have extensive knowledge of the CDMIS software program and along with a strong knowledge of the CFM regarding awards and decorations. This position will normally be held for the entire school year. The Cadet Company AO should hold the rate of Cadet Ensign.
a. Responsibilities.
(1) Act as the company’s expert on the administration portion of the CDMIS program database. The AO will work closely with the SNSI and NSI to input all awards, event credit and
cadet data into CDMIS.
(2) Ensure the proper tracking of Unit Event Forms as they are filled out. The AO will work closely with the OPSO when CICs are assigned to events, and will notify the OPSO when a CIC fails to turn in the required documentation in a timely manner.
(3) Advise the SNSI and NSI on the administrative process, constantly striving to streamline the process and communications flow throughout the company.
(4) Provide a weekly awards and promotion roster to the SNSI and NSI no later than Wednesday morning in order to review and fill supply requirements for the following day’s inspection and awards quarters.
7. Company Supply Officer (SO). The SO will have extensive knowledge of CDMIS and as well as of the CFM regarding supply and uniform items. This position will normally be held for the entire school year. The Cadet Company SO should hold the rate of Cadet Ensign.
a. Responsibilities.
(1) Maintain the program’s supply room, being constantly ready to account for all inventory items and keeping the space in outstanding condition.
(2) Advise the SNSI and NSI on the program’s supply status, striving to streamline the process of issuing and accounting for items.
(3) Train the Assistant Supply Officer in all aspects of the Supply Program in order to ensure that the assistant is prepared to take over the duties of SO the following school year.
(4) Assist team commanders in the maintenance of drill rifles, swords, flags, and all other organizational Items in the best condition possible.
(5) Open Supply once per week (before school) to fill weekly platoon supply requests.
(6) Work with the SNSI and NSI to ensure that the program’s Minor Property is inventoried, marked and safely stored at all times.
8. Company Public Affairs Officer (PAO). The Cadet PAO reports to the SNSI and NSI, via the Cadet XO and CO, on all matters pertaining to media coverage of the program. The Cadet Company PAO should hold the rate of Cadet Ensign.
a. Responsibilities:
(1) Create and maintain a scrapbook and photo album with pictures of activities and program events throughout the year.
(2) Maintain the program photo board in the classroom.
(3) Periodically solicit articles from Platoon Commanders. Edit these articles and forward them to the SNSI and NSI for review. Upon their approval, arrange for the best articles to be published in local media and in a Company Semester Newsletter. Examples of local media include the school newspaper, the program website, and the Sarpy County Times.
(4) Be innovative by considering any and all means to keep the NJROTC image before the school and community.
9. Platoon Commanding Officer (PCO). PCOs are is the direct POCs between the SNSI and NSI, and the Cadets in their platoons. PCOs should hold the rate of Cadet Ensign.
a. Responsibilities.
(1) Know the names and abilities of each person in their platoon, and train their platoon to function as a team.
(2) Read and understand the Company Plan of the Week, ensuring that this information is passed on and understood by each member of the platoon.
(3) Regularly critique and counsel Squad Leaders to improve the flow of information within the Platoon and to develop Squad Leaders into future PCOs.
(4) Take charge of drilling the Platoon on drill training days and actively involve the Platoon Chief in these evolutions to prepare him or her to act as the PCO if required.
(5) Ensure that the following items are regularly turned in to the Company Staff:
- Inputs for the Plan of the Week (weekly)
- Articles to the C/PAO (as required)
- Inputs for Cadets of the Quarter (quarterly)
- List of required uniform items to the SO (weekly)
- Promotion recommendations (as required)
(6) Regularly review the school bulletin, notes from the Company Staff and from the SNSI and NSI, and the Plan of the Week.
10. Platoon Chief Petty Officer (CPO). PCPOs are generally the second-most senior non-Staff Cadet in their platoons. They act as the primary assistants to the PCOs in the execution of their duties. CPOs should hold the rate of Cadet Chief Petty Officer.
a. Responsibilities:
(1) Be the primary assistant to the PCO.
(2) Act as the PCO whenever the PCO is not present.
(3) Collect input from Squad Leaders on Cadets of the Quarter and provide recommendations to the PCO.
(4) Work with the PCO and Squad Leaders to constantly improve cadet appearance, drill and academic performance.
(5) Perform all other tasks assigned by the PCO.
11. Squad Leader. Squad Leaders are the POCs between the PCOs and Platoon CPOs, and the cadets assigned to their squads. Squad Leaders should hold the rate of at least Petty Officer Third Class.
a. Responsibilities.
(1) Support the PCO in the execution of his or her duties.
(2) Know the names and abilities of each member of the squad. Additionally, the Squad Leader will maintain an accurate phone list for all members of the squad.
(3) Ensure that every member of the squad is adequately trained in uniform wear and care, as well as drill performance.
(4) Make recommendations to the PCO, via the Platoon CPO, for Cadet of the Quarter awards.
(5) Be the primary POC for cadets within the squad for uniform and supply items. Cadets will tell Squad Leaders of any uniform item requirements. The Squad leader will then submit a Platoon Supply Request via the Platoon CPO and PCO.
