1. Purpose. This Emergency Action Plan has been developed as required by NSTC M-5761.1B
so that the program is prepared in case of emergency. A copy of the Plan will be taken to all
Papillion - La Vista Community Schools NJROTC events.
2. Definition of medical treatment. Training-related injuries requiring medical treatment
administered by a physician, or by registered professional personnel under the orders of a
physician, are to be reported to the NJROTC Area 15 Manager using enclosure (1). “Medical
treatment” does not include one-time treatment and subsequent observation of minor scratches,
cuts, burns, splinters and similar minor first aid attention after which follow-on medical care is
unnecessary.
3. Procedures. The following steps will be followed in the event of a medical emergency during
a NJROTC event.
a. Administer First-Aid treatment immediately if necessary.
b. Get medical attention. Contact the School Nurse in the school nurse’s office (phone
(402) 829-4639), inform the medical staff of the problem, and follow their advice. Do not move
a cadet with a head or back injury unless directed by the medical staff.
c. Call the High School Office at (402) 829-4600, inform the administration of the
situation and ask for assistance if necessary. The staff will notify the appropriate medical and
staff personnel.
d. If unable to contact the nurse or if you are not on school property, call 911 for
assistance. If necessary, cadets may be taken to the nearest civilian or military medical facility.
Medical insurance is a secondary issue to obtaining medical care.
e. Inform the High School Principal or an Assistant Principal as soon as possible via
the front office: (402) 829-4600 for a PLSHS student or (402) 898-0400 for a PLHS student.
f. Notify the Parents of the injured cadet only after the school principal has been notified.
NOTE: If you believe additional medical information is required from the parent in order
to provide appropriate care, then do not delay contacting parent or guardian. Use CDMIS
or the cadet information on file to obtain the home number if required.
g. Contact the NJROTC Area Manager during working hours at (847) 688-3536
extension 183 or (224) 545-3564 and brief him on the situation.
h. Additional assistance and resources:
(1) First-Aid Kits are located in the NJROTC Supply Room, Physical Education
trainer office, nurse’s office, and SRO office.
(2) Fire Alarms and Extinguishers are located in the school hallways and near the
stairwell on each floor.
i. Our school has a Safety Resource Officer (SRO) and Security Officers on duty in the
school; they have two-way radios and can assist in communicating with the school office if
necessary.
j. Submit a NJROTC Safety Report to NSTC, with a copy to the NJROTC Area Manager,
as soon as feasible.
