Universal instruction. All students receive direct, explicit, systematic core instruction in a large class group. 

Targeted instruction. Smaller, targeted small group instruction and interventions are necessary to best support these students. 

Highly intensive, Individualized instruction. These students have experienced interventions in both Tier 1 and Tier 2 and require additional, intensive, and specific support. These students will benefit most from consistent intervention multiple times a week.
