The American Council on the Teaching of Foreign Languages (ACTFL) has the most up-to-date well-researched standards for language proficiency.

The Can-Do Statements are used to articulate what learners can do with the language, in which contexts, and with what levels of support. There are samples on the linked website, as well as in each of the SDP Curricular Documents.

The Proposed Pennsylvania State Standards from 2011 (Use Search for Standards: World Languages) or the draft from 2002 (pdf) are not the most updated to reflect current practices and research in Second Language Acquisition. 

The link above will take you to a document that helps to codify the ACTFL Standards by Level, Mode, and Language function. Teachers are encouraged to use this and/or the Can-Dos linked above to create their lesson objectives.

The link above will direct you to a Drive Folder with sample rubrics to streamline your grading. Each mode of communication has a doc with rubrics only, as well as one for each level with a coversheet and student self-assessment.
