Established in 1995, the International Center for Public Policy (ICePP) brings together the strengths of cutting-edge technical expertise, extensive real-world policy experience, and solid project management capabilities in over 70 developing and transition economies around the world. Its faculty and staff are leading experts in economics and public policy who have authored many books, academic articles, and technical publications, while having extensive experience in designing and implementing technical assistance and training programs. The exposure that ICePP brings to the Andrew Young School of Policy Studies, as well as the interaction with government leaders and policy makers from around the world, enriches the academic environment and deepens the school’s commitment to resolving international policy challenges.

Working papers constitute the vast majority of ICePP's scholarship. Primary areas of interest include fiscal decentralization and local governance, tax policy, and public budgeting and fiscal management in the global context.
