I have been doing community-engaged research and evaluation for over 30 years and am committed to partnering in ways that shift power to communities and families for using information to drive social change. I have worked across multiple early learning and home visiting programs in Oregon and nationally; these experiences have led me to see that no one program is the best fit for all families. My current work leading systems change is working across programs to weave them together, creating a network of support for families starting in pregnancy. When I’m not working, I love to listen to music while I cook, bake, and gather with friends and family.

State Home Visiting System Transformation Manager
After teaching Pre-K through 2nd grade in public schools for more than 15 years, advocacy for survivors of DV, SA, and mass casualty events, providing resettlement support for people immigrating from Slavic countries, and fundraising for pediatric AIDS research, Rebecca lead technical assistance and training at Central Coordination for Child Care Resource and Referral and Spark (Oregon’s ECE QRIS) at WOU, facilitated support for the LGBTQ+ ECE and parenting education workforce, and coordinated ECE professional learning at the Early Learning System Initiative (ELSI) at OSU. She is passionate about early literacy and equitable, inclusive access to culturally responsive education for all children and families.

Senior Research Assistant
Ron Joseph is a Senior Research Assistant who has participated in community-engaged, culturally responsive, research and evaluation since 2015, with a focus on working with families, caregivers, and youth whose primary language is not English. He is bilingual in English and Spanish and approaches his work with a focus on community collaboration and development. Outside of work he enjoys collecting vinyl records, and spending time with his dog.

Senior Research Associate
Callie Lambarth has been conducting utilization-focused, culturally responsive, and community-engaged research and evaluation since 2001, with a focus on services to children, youth, and families. She values collaborative work with communities to implement and support relevant data collection methods and to engage in data-driven decision-making that advances equity. Outside of work, Callie enjoys playing pickleball, visiting waterfalls, photography, and cooking.

Regional Home Visiting System Transformation Coordinator
Kristin is dedicated to empowering the early childhood workforce, children, and families. They are an advocate for anti-bias education and recognizes children as integral members of Oregon's communities. Kristin comes from a background in child care including work at Head Start where they gained experience going on home visits and working with home visitors. As the Regional Transformation Coordinator, Kristin looks forward to connecting with communities and learning more about the different ways that Home Visiting in each area of Oregon provides the unique services that children and families deserve.
