I was invited to join a "network of experts" to provide input to the Oregon Department of Education about the content of the new Oregon Early Literacy Framework three times (in a one-on-one interview, in a focus group, and in writing).
This document will have a significant impact on the literacy instructional practices across the state in the coming years. Being selected to provide guidance about content signals that ODE views me as a literacy leader in the state.
In support of university–school partnerships between PSU and Portland Public Schools, I co-coordinated a Kindergarten Literacy Tutoring Project at Vernon School. We recruited parent and community volunteers, provided training in basic tutoring practices based on the science of reading and the Wilson Fundations curriculum, and collaborated with teachers to identify kindergarten students in need of support with phonemic awareness, letter knowledge, letter formation, and phonics. I organized a schedule for all kindergarteners scoring below benchmark to receive ongoing literacy tutoring.
In addition to co-leading and organizing the effort, I provided ongoing tutoring to two kindergarten multilingual learners, one of whom was repeating kindergarten and in the process of referral for special education evaluation. I adapted the planned curriculum to meet her needs.
The second student was a new arrival from Mexico who communicated in Spanish and was still working toward foundational literacy in English and Spanish. Based on a large body of scholarship demonstrating the benefit of developing literacy in one's initial or home language, I conducted the lessons entirely in Spanish and located and created alternate materials following best practices for teaching Spanish literacy (e.g., emphasis on learning syllables).
I will continue co-leading this project in the 2023-2024 school year, and will also be using my expertise to conduct beginning-of-year assessments to support the kindergarten teachers. We will be expanding the project to offer tutoring to kindergarten and first-grade students, and I hope to continue working with the same two students. I have devoted many hours this summer to strengthening my Spanish so that I can continue to improve the quality of my tutoring.
During the years that I have led the development of the LEEP, I have increasingly collaborated with community college colleagues, participating in shared leadership events and professional development experiences and presenting community college information sessions. I have been asked to contribute to advising the leadership of the Portland Community College Education program and the Rise to Teach Program. I have also been invited to join the Higher Education Coordinating Commission team collaborating to refine and implement the Associate of Arts Oregon Transfer Degree (AAOT) Major Transfer Map (MTM) for Education. I have collaborated with advisors at community colleges to prepare guidance for prospective students, and have reviewed and edited several chapters of an Open Educational Resource textbook authored by community college colleagues.

2021–2022. Collaborator/Consultant. Teacher Standards and Practices Elementary (Multiple Subjects) and Multiple Measures Work Group. Participated in multiple focus group sessions to provide feedback to TSPC regarding implementation of the multiple measures option for teacher candidates to demonstrate content knowledge and pedagogical skill. Multiple Measures promotes access to the profession for candidates who are unfairly disadvantaged by culturally biased standardized tests, supporting the mission of diversifying the teaching profession. My rewrite of procedures for Educator Preparation Programs to follow to demonstrate candidate content knowledge through clinical procedures was adopted by TSPC almost verbatim.

Chair. (2012–2014). Diversity Committee. Sought out input about GSE climate issues from diverse faculty and staff. Developed a five-point action plan aimed at fostering a safe and supportive climate for all GSE faculty and staff and recruiting and retaining diverse faculty, staff, and students. Presented the plan to the Diversity Committee, Dean Hitz, Associate Dean Caskey, the Leadership Team Retreat, and the GSE faculty and staff, revising it multiple times based on stakeholder feedback. Implemented the action plan beginning Fall 2013, including facilitating professional development sessions for GSE faculty and staff.

Led a three-year effort to develop an all-new 90-credit undergraduate major in Elementary Education and a parallel graduate program. Both programs result in the degree, Oregon teaching license, endorsement to teach elementary (multiple subjects), and endorsement to teach English to Speakers of Other Languages. Grounded the design in community and alumni perspectives, and planned in collaboration with community college leaders to center students transferring from community college and thereby improve access to the profession, particularly for minoritized students. Coordinate one of the College of Education’s largest programs, graduating roughly 40-80 newly licensed elementary teachers per year. Lead a team of core faculty, adjunct instructors, site coordinators, and university supervisors. Collaborate to sustain our partnerships with elementary schools across several districts, including Portland Public Schools, Tigard Tualatin School District, Hillsboro School District, Beaverton School District, David Douglas School District, and Gresham-Barlow School District. Led the program through COVID, racial tensions, death of a faculty member, involvement with the labor-intensive USPREP grant, and implementation of multiple measures for assessing teacher candidate competencies for licensure. Initiator/Collaborator. (Fall 2018–Spring 2019). Doctoral Program Symposia Initiative. Developed a proposal for three end-of-term cross-specialization symposia for 2018-2019. Led the effort to organize these events, recruit faculty to attend, communicate with students about expectations, and facilitate logistics. Symposia offered doctoral students opportunities to present their evolving work in conference-style format and receive feedback from fellow students and faculty. Students also had opportunities to connect with a variety of potential doctoral committee members.

Based on student concerns about the challenge of connecting with and gaining access to local schools for field assignments in the reading endorsement/literacy program, worked with the Literacy Committee, Jeremy McPherson, and Penny Jasso to create online application forms for the reading endorsement practicum and for assistance accessing schools and classrooms for field assignments.
Leader. (Spring and Fall 2012). Arranged a 1-credit elective course on Guided Language Acquisition Design Strategies for Elementary Graduate Teacher Education Program (GTEP) students. Identified a qualified instructor, arranged for scheduling with the full-time and part-time elementary cohorts, designed a Google form for registration, and managed enrollment.
Collaborator. (Spring/Summer 2012). Worked with Susan Lenski to initiate an effort to recruit students to the Literacy/Reading Endorsement program through marketing strategies such as using social media, communicating with principals and district administrators, and posting updated and interactive features on the program web page. Literacy Committee approved our proposals.
Collaborator. (September 2011–Spring 2012). Initiated an effort to “jump start” the process of program revision for Graduate Teacher Education Program (GTEP). Collaborated with Susan Lenski to synthesize literature on strong teacher education programs into a cohesive proposal for the structure, focus, and organization of a new program. Created a keynote presentation outlining the proposal and presented it with Susan Lenski at the GTEP Faculty and Staff Meeting on October 4, 2011.
Member. (Summer 2011–2013). Elementary Work Sample Revision Task Force. Took a leadership role in streamlining and clarifying the work sample. Collaborated to produce a guide to the work sample (including an exemplar work sample) to support teacher candidates and align expectations across course instructors, cohort leaders, cooperating teachers, and supervisors. Collaborated on two revisions of the work sample and a complete rewrite of the scoring rubric.

Initiated and led an effort to revise and streamline the GTEP admissions process to make it clearer and simpler for students, make better use of faculty time during application reviews, increase consistency and fairness across faculty ratings, and ensure that all admitted students have appropriate qualifications.

Summer 2019: Collaborated to complete a revision to the reading endorsement program based on the revised International Literacy Association standards and the Oregon dyslexia standards, and also to combine the on-campus/hybrid Literacy Program with ReadOregon. The result will be an updated 8 course (24 credit) online program. Responsible for four of the 8 courses, including two major revisions (Literacy Assessment and Practicum) and writing two courses from scratch (Linguistics, Phonics, and Word-Level Reading Difficulties; Comprehension, Vocabulary, and Text Structure).
Previously contributed to a major revision of the Reading Endorsement program. Facilitated the alignment of courses with IRA Standards. Developed new curricula for two courses and collaborated in the design of a new practicum. Worked with David Bullock to design transition points for the Reading Endorsement program in the TK20 data management system to keep better track of candidate progress and facilitate stronger advising support. Worked with David Bullock and Mark Wallace to revise the MA/MS and added endorsement application and admissions processes in TK20 to streamline the process for applicants and ensure that all admitted students have appropriate qualifications. Maintain the program Facebook page through regular postings about course offerings, professional development opportunities, and literacy events.
