Y7 Progress Reports (October 2024 - September 2025)

In the first quarter of the project year, YWPH onboarded two (2) additional institutional grantees: New Brighton School of the Philippines Inc. in General Santos City, and the Youth Empowerment Advocates Hub in Leyte Province. The project also signed a Memorandum of Understanding with the Municipality of Taytay Rizal for support of FTW implementation and potential formation of a Government-Industry-Academe (GIA) Council.

This period also saw the pilot implementation of the Food and Beverage Services (FBS) training for deaf trainees, in partnership with the College of St. Benilde School for Deaf Education and Applied Studies (CSB-SDEAS), the Canadian Tourism and Hospitality Institute (CTHI), and Fruitas Holdings, Inc. Furthermore the trainings in partnership with McDonald’s Philippines were also scaled to Cebu City and Cagayan de Oro (CDO) City, increasing the employment opportunities of youth in more provinces.

In support of the Second Congressional Commission on Education (EDCOM 2), YWPH provided assistance in the passage of the Enterprise-Based Education and Training (EBET) Framework Act through various ways. This included (a) providing recommendations on specific provisions of the bill to highlight the learnings from the program, particularly in terms of engaging with the private sector and providing training programs, and (b) the hiring of a consultant for the crafting of the Implementing Rules and Regulations (IRR) of the EBET Act. For local policies, continued coordination and partnership activities are being conducted with Luzon, Visayas, and Mindanao partner LGUs and stakeholders to ensure the viability and sustainability of identified policy pushes.

Advocacy for GIA collaboration was done through YWPH’s presentation at the Public Employment Service Office (PESO) National Congress held last October 17, at the KCC Convention Center in Zamboanga City. Social media content and press coverage also advocated for the employment and training of Youth NEET, and for private sector participation and investment in youth training.

In the first quarter of Year 7, the project accomplished the following milestones:
