About the Project
Sibika.ph, initiated by the Philippine Business for Education (PBEd) in 2020, aims to provide high-quality civic educational materials to teachers and students and to promote democratic values among the youth. This program offers a variety of resources, including modules, videos, essays, and references on civic education, all accessible through a free online portal.
In collaboration with YouthLed and with funding from USAID and The Asia Foundation, Sibika.ph has created 17 modules on Understanding Culture, Society, and Politics (UCSP), approved by the Department of Education (DepEd). Additionally, there are eight senior high school (SHS) modules currently under review by the DepEd Bureau of Learning Resources, and nine Araling Panlipunan modules in the development phase. These modules, aligned with DepEd’s Most Essential Learning Competencies (MELCs), are designed for both in-person and offline use by teachers and students.
Site and Beneficiary Selection Criteria
For a school to be selected as a project site, it must demonstrate a supportive environment for teaching and learning initiatives. The school should be situated within a community that is conducive to educational development and has the presence of stakeholders and beneficiaries as outlined in the beneficiary selection criteria. Accessibility, as well as security, health, and safety, are essential considerations. The location should also have limited access to existing educational development support and be situated in an area that can positively influence surrounding communities, ideally serving as a contagious model for learning.
Beneficiaries of the project must either be teachers or students. Teachers should be between 18 to 60 years old, while students should be aged 15 to 20 years, ideally those in senior high school. Beneficiaries must not be receiving similar development assistance from other programs. They must also belong to any of the identified vulnerable groups, including persons with disabilities (PWD), widows or widowers, orphans (children or youth), the elderly, pregnant or lactating mothers, individuals with more than five children aged 0–17 years old, single or solo parents, female-headed households, members of minority ethnic groups, or those classified as poor, defined as having only 19.99% or less of their income remaining after covering monthly expenses.
