Technical Performance Assessment Plans

Technical Performance Assessment Plans (TPAP) were developed to evaluate the project's effectiveness, efficiency, and sustainability in achieving its objectives, particularly the establishment and functionality of Sector Skills Councils (SSCs) and improved industry engagement in skills development. Conducted midterm and at project completion, the TPAP used a combination of document reviews, stakeholder surveys, key informant interviews, and focus group discussions to assess implementation progress and emerging outcomes. It aimed to determine whether SSCs were operating according to their plans, how well the project addressed workforce development needs, and how effectively evolving skills were communicated to industry sectors. The TPAP also guided strategy adjustments, informed capacity-building efforts, and incorporated donor priorities such as gender equality and stakeholder engagement to ensure long-term impact and sustainability.
