Different kinds of papers are solicited, including research papers, lessons learned, status reports, discussion papers, etc. Acceptance of the papers will be mainly based on the following criteria: novelty and significance of results. Dr. Rina Buoy earned his B.S. and M.S. degrees in petroleum engineering from Universiti Teknologi PETRONAS, Malaysia, and an M.S. in IT engineering from the Royal University of Phnom Penh, Cambodia, both in 2022. He worked as an R&D team lead at Three60 Energy Asia from 2012 to 2019. Since 2020, he has been an applied AI researcher at Cambodia’s Techo Startup Center of Ministry of Economy and Finance. In 2024, he completed his PhD from Osaka Metropolitan University, where he is now a visiting researcher and a research fellow at AI Forum, Cambodia. Additionally, he is also an adjunct faculty member at American University of Phnom Penh and CamTech University.
Dr. Pahlaj Moolio is a respected mathematician, statistician, and econometrician who currently serves as Dean of both the Economics and Administrative Sciences Faculty and the Mathematics and Sciences Faculty. With academic roots in Pakistan and Bangladesh, he has held teaching and research roles across Asia, Europe, and the U.S., including as a DAAD Guest Professor in Germany and Research Fellow at Yale University. Based in Cambodia since 2002, Dr. Moolio continues to teach and conduct research while also advising development projects funded by organizations such as the World Bank, ADB, and JICA.
Dr. Ammar Fathin Sabili is a computer science lecturer and researcher at Universitas Indonesia, specializing in theoretical computer science, automata theory, and algorithms. He earned his Ph.D. from the National University of Singapore under the President’s Graduate Fellowship, where he conducted research on novel computation models. A decorated informatics olympiad coach and former medalist, Dr. Sabili has represented Indonesia and served on scientific committees for prestigious competitions such as IOI and ICPC. His academic contributions include publications in Theoretical Computer Science and the Journal of Computer and System Sciences. Beyond academia, he co-founded PuzzleKlasik, Indonesia’s first puzzle community, and remains active in fostering critical thinking through teaching and competition problem design.
Mr. Edman P. Flores, CPA, is an accomplished accounting educator and practitioner with over 15 years of experience spanning academia, review programs, and industry. He graduated Magna Cum Laude with a BS in Accountancy and earned his MBA from the University of San Jose-Recoletos in Cebu City, and is currently completing his Doctor of Business Administration at GlobalNXT University in Malaysia. Since 2017, he has served as Assistant Professor at CamEd Business School, teaching Financial Accounting across ACCA, CAT, and undergraduate programs, while also supervising MSc research. He previously served as CPA Review Director and Department Chair at USJ-R and worked as an academic consultant for a Sydney-based learning academy. A published researcher and speaker on sustainability reporting, AI-driven analysis, and digital education, he also serves as Secretary of the Philippine Chamber of Commerce & Business Association in Cambodia and has been a PICPA member since 2007. Mr. Flores is passionate about using digital tools and innovative methods to create learner-centered accounting education grounded in global standards and local relevance.
Flordeliza P. Poncio graduated with a Bachelor of Science Degree in Computer Science at the University of the Cordilleras, Baguio City, Philippines. She finished her Master’s Degree in Information Technology majoring in Enterprise Systems at the same university through the Faculty Development Program, a Scholarship granted by the Commission on Higher Education. She is also a Licensed Professional Teacher with a major in Mathematics. Her research interests are focused on eLearning, eCommerce, Data Mining, Text Analysis and Mining, and Business Intelligence. Currently, she is a faculty member of the Department of Information and Communication Technologies at Paragon International University, Cambodia.
Mengleang Lay serves as both a faculty member and board member at Paragon International University. Before joining ParagonU, he was part of the Impact Engineering research group, where his work was supported by the Australian Research Council in partnership with The University of Melbourne and Swinburne University of Technology. His research centered on large-scale impact testing of full-scale reinforced concrete walls, aiming to develop practical solutions for structural barrier designs.
In addition to his academic work, he was involved in the startup MEDIKEY, where his team adapted an existing technology to support the FinTech sector in tackling money laundering.
In his first year at ParagonU, Mengleang played a key role in the Higher Education Improvement Project (HEIP)—a World Bank and Royal Government of Cambodia-funded initiative focused on enhancing STEM education. He also contributes to building international collaborations, including exchange programs and a 2+2 transfer program for engineering students.
Ramakrishna R is an experienced fintech consultant and subject matter expert specializing in payment systems, with a focus on the Finastra Global PAYplus (GPP) platform. Over the past 15 years, he has led large-scale payment implementations across leading institutions such as PNC Bank, American Express, and Bank of America. His expertise spans SWIFT and ISO 20022 messaging, GPP configuration and customization, and end-to-end delivery of high-value payment systems.
He holds multiple certifications including Certified ScrumMaster® and Finastra Certified Implementer, and his technical background includes work in web services, blockchain, and payment transformation. In addition to his industry experience, Ramakrishna contributes to fintech research on AI and cybersecurity, and serves as a judge and advisor for IEEE conferences focused on payments innovation.
Ramakrishna has also been invited as a speaker and panelist at various fintech and AI forums, where he shares insights on financial inclusion, regulatory trends, and the future of payment technologies.
Ratana SOTH is a seasoned IT professional with over 18 years of expertise in software development and systems administration, covering both cloud infrastructure and monolithic environments such as Windows and Linux servers. Proficient in web technologies, web security, and various frameworks, he brings advanced technical knowledge to both the academic and professional sectors.
As a Lecturer for the Faculty of ICT at Paragon International University, Ratana SOTH excels at simplifying complex technological concepts, fostering a deep understanding among students. He also serves as the Cloud Server Lab Manager, integrating cutting-edge cloud technologies into research and learning environments, and preparing students for real-world challenges.
Haksrun Lao is a Cambodian educator, researcher, and technology professional specializing in computer science, information systems, and multilingual education. Pursuing a Ph.D. in Computer Science at Paragon International University, he also serves as Assistant in the Office of Information Systems and lectures in programming, operating systems, and software testing. Fluent in Khmer, Chinese, and English, he has published on topics including traffic flow prediction, VLC systems, edge computing in IIoT, smart contract–based scheduling, and SLAM with RGB-D and graph neural networks.
