Cycle 4
Course Adoption
About Course Adoption Projects
PA GOAL Course Adoption projects support the replacement of commercial textbooks with open educational resources (OER), other zero-cost textbook alternatives (such as materials acquired through the campus library) that are adopted for classroom use through reimbursement of library expenditures.
The final deliverable for each project must be an openly-licensed syllabus or reading list, to be added to a statewide OER repository.
To Apply
In Cycle 4 please submit one application per course. If you are adopting zero-cost textbook alternatives in more than one course, please complete and submit an application for each course.
Download and complete the application and submit to pagoal@palci.org

Reimbursement Costs for Library Licensed Materials
Though not required for projects proposed in Cycle 4, applications may also include reimbursement of newly purchased or subscribed library licensed materials identified for course adoption.
Up to $250 per title in reimbursement costs for the purchase or subscription access to books confirmed for adoption in a course to be offered in the 2021-22 or 2022-23 academic year
In the Reimbursement Cost column, please indicate the exact price paid for individual title purchases, or the estimated cost (up to $250) for a title included within a package
If a package of materials includes multiple eligible titles, libraries may request reimbursement for all adopted titles up to the total actual cost of the package.
Requirements for Library Licensed Materials
Materials funded with these grants must directly replace a required course materials cost for students.
Materials should be newly selected for purchase, or included in a current or new subscription package.
These grants will support a new purchase or subscription to eBooks, but other materials may be approved for funding if they will be adopted in direct replacement of a traditional textbook expense for students
Materials must be licensed under terms appropriate for classroom use, including:
Access for unlimited simultaneous users
Minimal DRM restrictions, including but not limited to robust offline use options, including the ability to print or save significant portions of text or unlimited pages
Access via subscription which covers at minimum the full semester or academic year OR through perpetual ownership for the institution
Materials should be available for campus-wide use, as opposed to licensed exclusively for a specific class or other set of users.
Titles to be adopted may be included within a larger collection of materials or purchased/licensed on an individual basis.
