Project Requirements
PA GOAL Library Licensed Materials projects support the replacement of commercial textbooks with materials acquired through the campus library and adopted for classroom use through reimbursement of library expenditures. Materials funded with these grants must directly replace a required course materials cost for students.
Projects funded in the library licensed materials category require that the lead applicant be a librarian or library staff member at a non-profit degree-granting institution of higher education in Pennsylvania, with an active role in the acquisition of materials at their institution. The only exception is if your institution does not allow librarians to be leads on grants. Project teams must also include the faculty members or instructional staff that will be teaching with the grant-funded materials at eligible institutions. The application must be submitted by a single lead applicant who will serve as the primary point of contact during the review, award, and implementation process.
Materials must be licensed under terms appropriate for classroom use, including:
Access for unlimited simultaneous users
Minimal DRM restrictions, including but not limited to robust offline use options, including the ability to print or save unlimited pages
Access via subscription which covers at minimum the full semester or academic year OR through perpetual ownership for the institution
Materials should be available for campus-wide use, as opposed to licensed exclusively for a specific class or other set of users.
Titles to be adopted may be included within a larger collection of materials or purchased/licensed on an individual basis.

Reimbursement Costs for Materials
Use the spreadsheet in the application to explain what the students are currently required to purchase (or, if this is a new class, what would be the required texts), list what you’ll use instead and what it will cost.
Up to $250 per title in reimbursement costs for the purchase or subscription access to books confirmed for adoption in a course to be offered in the 2021-22 or 2022-23 academic year
In the Reimbursement Cost column, please indicate the exact price paid for individual title purchases, or the estimated cost (up to $250) for a title included within a package
If a package of materials includes multiple eligible titles, libraries may request reimbursement for all adopted titles up to the total actual cost of the package.
Payments for Services Provided by Team Members
Use your application to justify the amount(s) you are requesting for team members
Up to $500 for the librarian that coordinates the project and purchases materials
Up to $250 for the instructor of record participating in the grant by adopting and promoting an electronic version of their already required textbook and providing an openly licensed version of their syllabus and reading list
In addition, up to $250 for the instructor of record if new materials need to be researched, identified, and adopted by the instructor to replace the required textbook
Timeline
Applications will be considered on a rolling basis until all available funds (roughly $100,000) are awarded, which means not all the below rounds of review may occur. The soft deadline for your application to be considered is the first of every month. Applicants will be notified of whether they received an award by the 8th of every month. It is encouraged to apply early, as awards will not be funded if available funds are depleted.
