At Outreach Optical, our mission is to improve lives by providing affordable and accessible vision care to individuals and families who might otherwise go without it.
We believe that clear vision is more than a medical necessity—it is a pathway to education, employment, independence, safety, and dignity. A child who cannot see the classroom board may fall behind in school. A senior who cannot afford glasses may struggle with daily tasks. A parent without proper vision may face barriers to work, transportation, and caring for their family.
Through affordable eye exams, prescription eyewear, community partnerships, and outreach services, Outreach Optical works to remove financial and logistical barriers to vision care.

The Hall family's commitment to vision care began after World War II, when Dr. Hall's father returned home and became the first optometrist in the family. Dr. Earl opened his first practice in Flint, Michigan. Dr. Earl was known for his work with the Lions Club.
Inspired by that legacy, Dr. Chris Hall devoted his career to helping patients improve their vision, independence, and quality of life. Throughout his career, Dr. Hall has remained committed to making vision care accessible beyond the walls of the clinic. He has worked alongside organizations such as the Lions Club, The Salvation Army, and East Side Mission to help connect individuals and families with the eye care and eyewear they need. Those experiences helped shape the vision for Outreach Optical and reinforced the importance of community partnerships in expanding access to care.
Today, that commitment continues into a third generation. Dr. Hall's daughter, Julie Hall, pursued a career in nonprofit management and community outreach, inspired by her father's lifelong example of service to others. Together, the family is working to ensure that Outreach Optical remains a lasting resource for generations to come—expanding access to vision care while carrying forward a legacy built on compassion, service, and community impact.
Outreach Optical was founded on a simple belief: clear vision should never be out of reach.
After decades of serving patients throughout the Flint community, Dr. Chris Hall saw a challenge that extended far beyond the exam room. While many organizations work tirelessly to connect people with healthcare, housing, recovery services, education, and employment opportunities, access to affordable eyewear often remains a barrier to success.
Throughout his career, Dr. Hall witnessed firsthand how something as basic as a pair of glasses could impact a person's ability to learn, work, drive, care for their family, and live independently. He also recognized that many nonprofits, shelters, schools, clinics, and outreach programs lacked an affordable way to provide eyewear to the people they served.
Rather than simply retire from practice, Dr. Hall envisioned a new model—one that would allow a lifetime of experience in vision care to continue serving the community for generations to come.
That vision became Outreach Optical.
As Executive Director, Dr. Hall is leading the transition from a traditional optical practice to a nonprofit optical lab and community resource. Outreach Optical is being built to support organizations that already serve people in need by providing affordable prescription eyewear, streamlined optical services, and practical vision solutions.
Today, Outreach Optical is guided by a leadership team with experience in healthcare, nonprofit management, volunteer engagement, finance, and community service. Together, they are working to create a sustainable organization that expands access to eye care while strengthening the efforts of community partners throughout the region.
