Which students need a SIPPS placement?
Returning SEI students in grades 1-5 who tested Early on Grade or One or More Grades Below on the May 2025 i-Ready Phonics assessment
New SEI students in grades 1-5 who tested One or More grades below on the Fall 2025 i-Ready Phonics assessment
SP 50-50 students in 1st and 2nd grade using SIPPS for tier 1 instruction
SP 90-10 students in 2nd grade using SIPPS for tier 1 instruction
SP 50-50 and SP 90-10 students in grades 3-5 who tested below grade level on the May 2025 i-Ready Phonics assessment

How do I determine SIPPS Placements?
Back up 10 lessons from the student's last passed SIPPS Mastery Test (MT) for Beginning and Challenge Levels, or 5 lessons for Extension. For example, if a student passed Beginning MT3 in May, which follows lesson 30, start this fall at Beginning lesson 21. An exception: first grade students who passed Beginning MT6 in May of their kindergarten year should begin the current school year at SIPPS Extension Review lesson 6 (instead of Beginning lesson 41).
If the student did not pass a mastery test in May 2025 or later, or are new to the district, administer the SIPPS Placement Assessment. This option is always permitted, whether or not a student has May SIPPS data.
Enter the SIPPS starting level in Illuminate no later than 8/29 – whether you use the May 2025 mastery test method or a full SIPPS Placement Test.

When should we start SIPPS?
You may begin SIPPS lessons as soon as placement data is entered into Illuminate. SIPPS lessons should begin no later than the week of 9/8.
What about students receiving tier 3 literacy support?
OUSD will provide schools with tier 2 and tier 3 rosters the week of 9/8. Existing SIPPS groups may change as a result. Some students will begin tier 3 tutoring; others may switch between tiers 1 and 2.
Tier 3 tutoring (Ignite or Open Literacy) will begin on 9/22. If your schedule allows, you may continue working with students receiving tier 3 tutoring in your SIPPS small groups.
