About the Act
The McKinney–Vento Homeless Assistance Act of 1987 is a United States federal law that provides federal money for homeless shelter programs. It was the first significant federal legislative response to homelessness, and was passed by the 100th United States Congress and signed into law by President Ronald Reagan on July 22, 1987. If you lack a fixed, regular, and adequate nighttime residence.
“Doubled-up” (sharing housing due to economic loss)
Living in a shelter, motel/hotel, campground, etc.
Living in a car, park, abandoned building, train/bus station, etc.
If you qualify for the HOPE program, you have the right to the following:
Immediate enrollment with or without a permanent address OR academic and/or health records (immunizations)
To participate in all programs for which the student is eligible
To remain at the student’s school of origin
Transportation to and from the school of origin
To register yourself if you are a teen living away from parents
To privacy regarding your living situation; your records will be kept confidential
To be treated with dignity and respect and to not be singled out due to your living situation
No running hot or cold water, no electricity or no heat.
Unsafe/condemned (no windows, doors that won’t lock, holes in walls, leaking roof, etc.)
The HOPE Program provides the following supports for students who qualify for the program:

Senior fees
Birth Certificates
Hygiene items
After school program fees
Enrollment assistance
Transportation
Community referrals
If you are a high school student living away from your parents and do not have permanent housing (staying in a shelter or staying with friends or relatives), these same rights apply to you and you may also qualify for the PIVOT program. Supporting Kids in Independent Living, PIVOT program, provides students with life skill counseling and classes, students earn points to shop in the Skill store for food and products. PIVOT also provides additional support to graduates who are enrolled in the PIVOT program.
