Introduction

The linked resources regarding ELD and the ELPAC are designed to provide a better understanding of administering standardized assessments, utilizing student results, and implementing resources that can be used to promote continual cycles of improvement and student growth. 

The ELPAC is the successor to the California English Language Development Test (CELDT) effective February 1, 2018. The ELPAC is the required state test for English language proficiency that must be given to students whose primary language is other than English.

State and federal law require that local educational agencies administer a state test of English language proficiency (ELP) to eligible students in kindergarten through grade twelve. The California Department of Education (CDE) transitioned from the CELDT to the ELPAC as the state ELP assessment. The ELPAC will be aligned with the 2012 California English Language Development Standards. It will be comprised of two separate ELP assessments: one for the initial identification of students as English learners (ELs), and a second for the annual summative assessment to measure a student’s progress in learning English and to identify the student’s level of ELP.

The English Language Proficiency Assessments for California (ELPAC) is California’s assessment system that is used to determine the English language proficiency (ELP) of students whose primary language is not English. The ELPAC is aligned with the 2012 California English Language Development Standards and assesses four domains: Listening, Speaking, Reading, and Writing. 

The Initial English Language Proficiency Assessments for California (ELPAC) window is from July 1 through June 30. Local educational agencies will conduct a Home Language Survey (HLS).

The English Language Proficiency Assessments for California (ELPAC) is California’s assessment system that is used to determine the English language proficiency of students whose primary language is not English. The Summative ELPAC is given only to students who have previously been identified as English learners (EL students) based upon Initial ELPAC results.

The Alternate English Language Proficiency Assessments for California (ELPAC) is the test that is used to measure how well students in kindergarten (K) through grade 12, including students through twenty-one years of age, understand English when it is not their primary language. This test is designed for students with the most significant cognitive disabilities who are English learners (Summative), and potential English learners (Initial), who have been identified as having a primary language other than English 

The purpose of the Alternate Task Type Information Sheets is to familiarize school administrators and teachers of the types of tasks students will participate in a complete on the Alternate ELPAC.
