Embracing agile would help
Public agencies need to involve citizens (the customers) in creating e-government practices
Utilizing open source technology
Public agencies need to attract more competent/highly skilled workers or offer more training to current workers
Need to be more competitive with private sector salaries and hiring practices
Leaders of public agencies need to embrace digital
set a clearly defined strategy that includes all members of the agency and is clearly explained to everyone

Collaborate with the private sector
Embrace digital

Focus on changing the culture of government offices
Remember the citizens needs
Japan has better TII than Denmark
