Taxation only charges when you are collecting other player's resources. The related district owner will take one resource token from your current inventory, before you collect resources from their district.
The district owner can decide whether s/he want to exempt the tax.
There are 9 bridge sites and 3 related narrative cards in total. You don't need to build bridge on a district site, as long as you are building next to the bridge. To use another player's bridge, you need to pay tolls to cross and return. When a bridge is built, players are allowed to trade mission cards across the river.
Unless you are using your own or co-built bridge or subway, you need to pay tolls to the owner of the infrastructure. The price is 2 tokens for one-way, and 4 for a round-trip. Similar to taxation, the infrastructure owner can pick any 2 tokens from your inventory because you use the infrastructure.
You can co-build bridges and subways by splitting cost with the district that would be directly impacted. Player who initiated co-building will keep the narrative card, and draw a new narrative card and a chance card. Co-builder will share the impact at the end of the game for winning measurement purpose. You don't need to pay tolls to use co-built infrastructures.
There are 4 subway sites, two on each side of the river.
The subways only work on one side of the river. You can only cross the river using a constructed bridge, not a subway. To use another district's subway, you need to pay a toll of two resources of the subway owner's choice.
If you wish to remove existing facility from a particular site and build new ones, you have two options:
A) You can collect half of your initial investment back, but the Drop Meter will move downwards based on the impact mentioned on the original narrative card;
B) You can forgo the refund of initial investment, to keep the Drop Meter as it is.
Each player can only own up to a total 15 resources. Player will need to give up any extra resources by giving them back to the central depository or to other players.
Player can trade the followings with another player. Trading can only take place between two players.
Resource
Player negotiates the resource trading with another player. Player has the right to refuse any trading proposal. An example of trading proposal, player A would like to trade 2 food for player B's 1 influence.
Mission Cards
Players can trade their mission card with other players. This works similarly to trading resources with another player, player has the right to refuse any trading proposal.
Mission cards present narrative, infrastructure task, resource requirement, and DROP Meter impact upon completion of mission.
Chance cards are drawn at the beginning of each turn. They contain a narrative, and an impact in the form of a punishment, reward, or neutral action such as movement opportunity or opportunity to trade with another player.
