Sexual Harassment 

What is Army SHARD? 

Sexual Harassment/Assault Research-based Decision-support tool 

When to use the Sexual Harassment Module?  

Use the Army SHARD SH decision-support tool for 

• Article 134 conduct referred to OSTC but returned to command and 

• Article 92 conduct (violating AR 600-52). 

Steps to using SHARD 

Prior/First Raters

1. 1. Investigative officers (IOs) or Staff Judge Advocate (SJAs) will complete the SH “Prior/First Rater” module at www.ArmySHARD.com

      1. 1. • Decision Module: Likelihood conduct meets each UCMJ element

            • Subset of Disposition Module

   2. Prior/First Raters will be shown a numerical code to pass along to the JA.

      1. 1. • Write this number down and pass it along to the JA

   3.  Click the purple arrow at the bottom right of the screen before leaving the tab to ensure the entry saves properly. If you would like to edit your responses, please enter the four-digit code into the next entry link on the "IOs" page

Commanders

1. Commanders will complete the SH “Commander” module at www.ArmySHARD.com

2. Enter the code number provided by the JA

3. Complete the SH decision support tool

   • Decision Module: Likelihood conduct meets each UCMJ element

     1. 1. • If non-concurrence: prompt for revised substantiation rating with rationale

           • If concurrence: move forward immediately

           • If the brigade commander chooses to delegate the disposition decision to another commander (e.g., battalion commander), they will

             1. • Complete a few short questions about the utility of the tool

                • Write down a numerical code and include with the packet passed to the delegated commander.

                • Click the purple arrow at the bottom right of the screen before leaving the tab to ensure the entries gets passed on to the commander.

   • Disposition Module (if commander does not delegate disposition decision to another commander)

     1. 1. • If an item contains ratings from the Prior/First Rater, commanders can adjust the recommended ratings

4. Complete a few short questions regarding the utility of the tool

Delegated Commanders

1.     Delegated Commanders will complete the SH “Delegated Commander” module at www.ArmySHARD.com

2.     Enter the code number provided by the Prior/First Rater and the Commander

3.     Complete the SH decision-support tool disposition module

• If an item contains ratings from the Prior/First Rater, you can adjust the recommended ratings

4.     Complete a few short questions regarding the utility of the tool
