ROCC is spearheaded by 12 ABE managers across northern MN under the direction of Russ Fraenkel, the Northwest Region Transitions Coordinator. Geographically, ROCC covers over 50,000 square miles.
The project is funded by the MN Department of Education using both Northwest and Northeast Regional Transitions funds. Northwest Service Cooperative in Thief River Falls serves as the fiscal agent.
Managing everything is the ROCC Coordinator.
Regional Online Career Collaborative began as an ABE Regional Transitions project in the Fall of 2021. Four ABE consortia in the NW Minnesota Transitions Region submitted a project to provide career-oriented online courses available to all students in the ten consortia throughout the region.

Lakes Area ABE (headquartered in Detroit Lakes)
Moorhead ABE
NW Service Cooperative ABE (headquartered in Thief River Falls)
In 2023-24, the project expanded to include the NE Minnesota Transitions Region. This includes Duluth Adult Education and the Arrowhead Economic Opportunity Agency.
Since its inception, ROCC continues to evolve and grow. It now covers more than 100 school districts stretching across the northern half of Minnesota.
The needs of the region are monitored and class offerings are adjusted accordingly. Because of this, 20 distinct courses have been offered over the four years of the project. Some courses such as TEAS Prep, Driver's Ed Written Exam Prep, and English vocabulary for specific career paths have become staples.
