Anyone. Any reported threat, communication or behavior that appears to be threatening or potentially threatening should be evaluated. The process of when and how the student threat assessment team convenes should be outlined by each school district.
All information, no matter if it is through an anonymous source of not, should be evaluated for merit and further action. Many times people reporting concerning behavior are scared or fearful and prefer to remain anonymous. This alone, should not be the sole reason to dismiss the information.
No, students should never be present for any threat assessment meeting. The assessment is not a disciplinary process, and the assessment team must be able to openly discuss concerns and information that may be detrimental to the ongoing relationships between the student and staff members. Furthermore, the assessment process is a confidential space wherein additional student or staff information may be shared.
Parents are invited and encouraged to participate so long as their involvement does not compromise the assessment process. Parents who are unable to attend the team meeting, may choose to participate in the parent interview process. The results of this interview would then be shared during the team meeting. The team leader will determine if parents are invited to remain for the entire meeting or if the parents particpate and answer questions posed by team members but then are excused so the team can deliberate.
The parent / guardian questionnaire should never be given a person to fill out. A team member should interview the caregiver and note the responses to each of the questions.
Anyone who may have relevant information surrounding the incident and behavior of the student. Commonly, this includes, teachers, coaches, staff, volunteers, contractors, and witnesses such as fellow students. Depending upon the situation, it might be beneficial to interview administrators, teachers, counselors and others from the previous school the student attended. Often those interviewed suggest others who may have insight.
