SB 391, Nevada's Read by Grade 3 Act, became effective on July 1, 2015. This statute was designed to dramatically improve student achievement by ensuring that all students will be able to read proficiently by the end of the 3rd grade. SB 391 requires all public school districts and charter schools to develop local literacy plans aimed at improving the literacy of all elementary students. This statute also requires every elementary school in Nevada to designate a literacy specialist to provide literacy-based professional learning, coaching, and guidance for all teachers at the site. SB 391 emphasizes the implementation of early intervention measures in reading achievement for all K-3 students who are determined to be struggling in reading.
During the last legislative session on July 1, 2019, Read by Grade 3 was revised to become Assembly Bill 289. The primary intent is to support school-based efforts to ensure that all students are proficient readers by the end of third grade. However, the act now encompasses ALL elementary aged students. We will ensure that all K-5 at-risk students receive an appropriate reading intervention.
