The Massachusetts School Building Authority (MSBA) Core Building Program is a competitive, non-entitlement grant initiative that provides state funding to public school districts across Massachusetts for public school construction, modernization, and renovation projects.
Key Statutory Priorities
& Eligibility
Districts submit a Statement of Interest (SOI) to apply. The MSBA evaluates applications based on eight statutory priorities, primarily focusing on:
Imminent Risk: Prevention of severe structural or system failure.
Overcrowding: Relief of severe class size pressure or rising enrollment.
Educational Environment: Addressing facilities that fail to meet modern educational standards or accreditation requirements.
Reconstruction & Consolidation: Replacing outdated facilities with modern, efficient infrastructure.
Mission & Partnership: The MSBA works directly with Massachusetts municipalities to plan, design, and construct flexible, sustainable, and cost-effective public school buildings.
Dedicated Funding Stream: Program grants are funded via a dedicated state revenue stream - receiving 1 cent (16%) of the Commonwealth's 6.25% sales tax - to reduce the local tax burden on participating cities and towns.
