The Role of Feasibility Studies in School Planning
What is a feasibility study?
A feasibility study is a preliminary evaluation that determines whether a proposed school construction, renovation, or expansion project is viable and financially sound before major capital is committed. It analyzes educational space needs, enrollment projections, site conditions, and budget requirements while evaluating alternatives - such as renovating versus building new - to give school boards and community stakeholders the data needed to select the most cost-effective path forward.
Why is Norfolk seeking funding for a feasibility study?
Over the past decade, the Norfolk Public Schools have experienced substantial growth in enrollment. At the H. Olive Day School, enrollment has risen by over 100 students or 25% in the past ten years. The Freeman Kennedy School is currently operating at full capacity. This surge in enrollment has led to a significant shortage of educational space, negatively impacting curricular and instructional programs. Multiple demographic studies confirm that this is not a short-term problem. Even with larger class sizes, Norfolk’s current facilities will not be able to accommodate projected future growth.
Who would oversee the feasibility study?
The feasibility study would be overseen by the School Building Committee comprised of school and town officials and appointed community members in partnership with the Massachusetts School Building Association (MSBA).
