Inkscape is a free and open source vector based graphic design software.
You can download directly from the Inkscape website or from the Microsoft Website.
Next you'll need to download Ink/Stitch.
This software will allow you to digitize a vector drawing to prepare it for the embroidery machine.
NOTE: If you are following along with the video, the tutorial starts at 2 minutes.
Use the graphic design software you are most comfortable using and open the design on Inkscape.
Inkscape can open most types of image files, including:
JPG
GIF
PNG
You are limited by the colors of embroidery thread that are in your possession.
The more colors in your design, the more your have to change the embroidery thread.

The process of converting an image to an embroidery design is called digitizing.
Open an image in Inkscape and save as a .svg
Converts colors of the image into vectors that can be read by the INKStitch software
Adjust the size and and units of the document.
It's good practice to set the dimensions of the document to the dimensions of the embroidery hoop.

This will make things more organized once you get to the embroidering step.

Ink/stitch does not handle self intersecting paths for fills.
