The DHSC introduced the Research Reset programme to help overcome the challenges faced in research delivery, with the aim of ensuring that portfolio delivery is sustainable and achievable within the current resource and capability framework in the NHS.
This payment is focusing on commercial contract research studies due to the slower recovery of the UK commercial contract portfolio in comparison to non-commercial, despite positive overall progress with Reset. In January 2023, commercial contract studies made up 31% of the NIHR CRN portfolio but were 55% of studies in the setup phase. Therefore, the implementation of this payment has been initiated to provide impetus to the commercial contract research studies alongside the request for NHS sites to expedite commercial contract studies.
To further incentivise organisations to meet their targets, there is an additional payment available this year for those NHS organisations that achieve the target of delivery of 80% of commercial contract studies on the NIHR CRN portfolio on track by the data cut on 21st July 2023. This is in line with the overall target for Reset.
There are different bandings for the payment based on the size of an organisation's commercial portfolio.

For studies delivered in a Primary Care setting, payments will be made to ICBs (Integrated Care Boards). We expect the payments to be passed on to the Primary Care organisation/s that delivered the studies for which the payment was made.
The following table provides an overview of award bandings for individual GP practices. The assessment will be made for each GP Practice within an ICB, and the total payment will then be made to the ICB to be distributed to the GP practice/s.
The assessment will encompass all open commercial contract studies included on the CRN portfolio at the time of the data cut on 21st July including those that have opened in the last three months but excluding all other studies classified as ‘white’ and excluding those classified as ‘black’ or ‘grey’. Established portfolio management processes will continue to apply throughout.
Progress will be assessed using a combination of CPMS and Reset App data. If a study is green in CPMS or has been confirmed as on track by the sponsor, all NHS organisations involved will be deemed on track. If a study is red or amber in CPMS (i.e. is in Reset) and has not been confirmed as on track by the sponsor, individual organisation performance will be considered based on local recruitment targets and study milestones. Being 'on track' is defined by a combination of data from the Central Portfolio Management System (CPMS) and the Reset App.
An organisation’s delivery of a study will be deemed to be on track if either:
The whole study is on track (Green in CPMS, OR confirmed on track by the Sponsor in the Reset App)
The study is off track but the CRN assessment of progress towards the site target, as shown in ODP, is Green.
All studies opened in the 3 months prior to the data cut will be counted as on track.
Being 'off track' is defined by a combination of data from the Central Portfolio Management System (CPMS) and the Reset App.
An organisation’s delivery of a study will be deemed to be off track if the study is off track AND the CRN assessment of progress towards the site target, as shown in ODP, is Red or Amber.
Organisations are urged to work alongside LCRN colleagues to ensure that data is as up to date as possible, particularly site level targets and study milestones as this is the basis of the assessment where the overall study is off track.
The assessment will encompass all open commercial contract studies included on the CRN portfolio at the time of the data cut on 21st July including those that have opened in the last three months but excluding all other studies classified as ‘white’ and excluding those classified as ‘black’ or ‘grey’. The assessment will not be limited to studies in Reset or the IRAS ‘top 4’, and there will be no exclusions based on speciality, phase, or study type.

Green: On track, or recruitment target met OR Recruitment target met, passed planned closure date
Amber: Recruiting at a lower rate than expected
Red: Recruiting at a significantly lower rate than expected
Black: Study has not yet uploaded recruitment data or hasn’t reported “no recruitment to upload yet”
Grey: Excluded due to missing data or other data quality issue
White: Excluded due to non-consenting study or any other exclusion reason

Therefore, a total of 75 studies are identified as being ‘on track’ and 25 are ‘off track’. This means that 75% of the 100 studies are now ‘green’ or ‘on track’ so this Trust will not receive a Reset payment.
This means that 100% of studies are ‘green’ or ‘on track’ so this ICB will receive £3,000 to pass on to the GP practice.

This ICB will receive £21,000 to pass on to the three GP practices whose performance the payment was based on.
We will utilise the same combination of resources for this evaluation as we have for the Reset process, including the Central Portfolio Management System (CPMS) and the Reset Application. This will enable sponsors to provide ongoing feedback regarding studies in addition to the linear recruitment model visible in Open Data Platform (ODP).
