BayaNIApp was developed by Mr. Alvin Rex B. Camata, Sr. Artist Illustrator of NIA Region V and is the result of a collaborative and collective effort by the Public Relations Team of National Irrigation Administration Region V. With the leadership of Ms. Ma. Cleofe B. Baraero, PRO A of NIA Region V and whose shared ideas, field insights, and continuous consultations greatly contributed to the direction and purpose of the project.

While the technical development and implementation of the application were spearheaded by the project developer through extensive self-study, research, and hands-on experimentation, the initiative itself was shaped through ongoing teamwork and coordination among members of the office. Feedback, operational recommendations, and practical concerns from the team played a vital role in ensuring that the platform remained grounded in the actual needs of farmers, stakeholders, and the agency’s public service objectives.

The project stands not only as an individual technical undertaking, but also as a reflection of the team’s collective commitment to innovation, modernization, and more responsive public engagement through digital solutions.
