Dear Governor Lamont,
I am urging you to support important revisions to the Education Cost Share formula, including increasing the foundation aid amount and adding a 50% weight for students with special education needs. Students, educators and communities across the state need fully funded schools. We urge you to adjust the fiscal guardrails for our children and our schools!
Considering that the state of Connecticut had a $400 million surplus in FY 23-24 and a budget reserve fund of $4.1 billion, there’s no excuse not to invest in our children, who are our future. Furthermore, aside from Texas and Nebraska, we have the worst funding inequality in the nation. CT has the ability to increase funding so we can support all of our students, specifically low income students, multilingual learners, and students with special educational needs.
Right now, the New Haven Public Schools are struggling with the legacy of underfunded schools. Given the delay in the full implementation of the ECS, our district has struggled to maintain services and supports for our students. In fact, NHPS is cutting positions and opportunities for students and is also considering layoffs for 129 employees, including people who work in special education, literacy, math, libraries, and the arts. Supporting the Education Cost Share formula revisions would allow New Haven students to be able to benefit from a quality education, while also protecting the jobs of the dedicated educators of New Haven Public Schools.
