RECRUITMENT PROCESS
Publication and posting of vacancies
After obtaining approval from the Civil Service Field Office (CSC FO), the HRMO is required to post the list of approved vacancies in three noticeable areas (bulletin boards, website, other job portals, etc.) within a period of 10 calendar days.
Receiving of Applications and Document Review
Applicants submit a complete set of documents to the HRMO for document checking. The applicants shall meet the CSC Minimum qualification and shall submit the complete set ret ofrequirements upon submission.
Technical Examination
Refers to the examination given by the office where the vacancy exists that evaluates candidates’ skills for the position applied for. Only applicants who passed the qualifying examination shall proceed to the next process. The passing rate is seventy percent (70%) and the result of technical exam is valid for six months.
Neuropsychiatric & amp; Psychological Examination (General Aptitude)
The NP screening shall be administered and evaluated by the NCMH Psychological Section. The results of the NP Screening shall be strictly used for pre-employment purposes on NCMH only and the result of technical exam is valid for six months.
Background Investigation
HRMO RSPAU shall receive in a sealed envelope/email and check the completeness of the three (3) accomplished Background Investigation Forms. Conduct a call to each of the references (Superior, peer, subordinate). Only Recommended applicants shall undergo the next process.
Panel Interview
Candidates who successfully pass the NP screening and completed the background investigation are scheduled for panel interview. The HRMPSB evaluates the candidate's communication skills, behavioral competencies, and overall fit for the position they are applying for.
Deliberation of HRMPSB
The Human Resource Merit and Promotion Selection Board (HRMPSB) reviews the results of recruitment process and criteria ratings during the deliberation. The board may attach comments on the report on ranking which assists the MCC in his selection.
Appointed by Medical Center Chief (MCC)
The HRMPSB's report on ranking is forwarded to the Medical Center Chief (MCC) for selection. The MCC reviews the report and comments of HRMPSB and selects the candidate/s he deemed as the most qualified for the position.
Onboarding
The selected candidate is officially notified of their appointment. The new employee completes the necessary paperwork and orientation to begin their role. The onboarding process ensures a smooth transition and provides them with basic orientation by including training, fostering connections, and familiarizing new hires with the company culture, goals, and team dynamics to set them up for long-term success, productivity, and retention.
