Anyone who is registered to vote with a North Caldwell address by Sept. 5 can participate in the Sept. 26 bond referendum by voting in person or by mail.
Regardless of how you cast your ballot your voter registration must be up to date by Tuesday, Sept. 5, 2023, to be eligible to vote. That’s right after Labor Day, so act now to avoid getting delayed over a holiday weekend.

If you’re not registered, register online by using the NJ Voter Information Portal to complete a voter registration form and upload identification documents.
Printed registration forms are also accepted. Print and mail a paper registration form, offered in English and Spanish, to the Essex County Superintendent of Elections, 495 Dr. Martin Luther King, Jr. Boulevard, Suite 103, Newark, NJ 07102.
In-person voting will be available to registered voters from 6 a.m. to 8 p.m. on Tuesday, Sept. 26, 2023. Essex County officials have set the polling location as Notre Dame Church (lower level) at 359 Central Avenue.

Check your Vote by Mail status by contacting the Essex County Clerk’s Office at 973-621-4921. Some New Jersey residents have opted to receive Vote By Mail ballots automatically, and any registered voter can request a mail-in ballot for a particular election. Verifying your vote by mail status with the County Clerk is still highly recommended.
Apply for a Vote by Mail Ballot. To receive a ballot in the mail, your application must arrive at the County Clerk’s Office (PO Box 690, Newark, NJ 07101-0690) no later than Tuesday, Sept. 19. To receive a ballot in person, hand-deliver your application by 3 p.m. Monday, September 25, to the Clerk’s Office (495 Martin Luther King Jr. Blvd. in Newark).
Mail your ballot by the day of the election! All mailed ballots must be postmarked by Tuesday, Sept. 26, 2023. You can also hand deliver your mail-in ballot by dropping it off before the vote date at any of the county-managed boxes specified for that purpose.
Track your ballot using the state of New Jersey voter portal. Setting up an account is free, and while this step is optional, it’s the only way to reliably monitor the status of your ballot online.
Below is the ballot language that voters will see at the polls on Sept. 26, 2023. The ballot includes the total project costs of $50,947,399, partially funded by $5,000,000 from the Board's capital reserve fund, and the explanation that state aid will cover up to 40% of the "final eligible costs of the projects." For North Caldwell, that state aid amount is $10,062,093. Not all costs are eligible for that level of funding, according to the state's aid program for school construction, but this type of aid -- only available with a voter-approved bond referendum -- is worth more than $10 million for North Caldwell.
The Board of Education of the Borough of North Caldwell in the County of Essex, New Jersey is authorized (a) to undertake various improvements, alterations, renovations and upgrades and to construct additions at Grandview School and Gould School, including acquisition and installation of fixtures, equipment and any site work; and (b) to appropriate $50,947,399, partially funded by $5,000,000 currently available from the Board’s capital reserve fund, and to issue bonds in an amount not to exceed $45,947,399.
The final eligible costs for the projects approved by the New Jersey Commissioner of Education are $29,596,157 (consisting of $15,326,111 for Grandview School and $14,270,046 for Gould School). The projects include $3,948,373 (consisting of $1,948,375 for Grandview School and $1,999,998 for Gould School) for school facility construction elements in addition to the facilities efficiency standards developed by the Commissioner of Education or not otherwise eligible for State support pursuant to N.J.S.A. 18A:7G-5(g). The State debt service aid percentage will equal 40% of the annual debt service due with respect to the final eligible costs of the projects. The Board of Education is authorized to transfer funds among the projects approved at this election.
