What is the Seal of Biliteracy?

The Seal of Biliteracy, bestowed by the state of New Jersey, honors students who have achieved proficiency in two or more languages by the time they graduate from high school. This prestigious accolade supports students in showcasing their readiness for success in both college and future careers.

New Jersey State Seal of Biliteracy

The New Jersey State Seal of Biliteracy is an award given by the New Jersey Department of Education (NJDOE) to recognize students who have studied and attained proficiency in at least one language besides English by high school graduation. The NJDOE, under P.L. 2015, c. 303 enacted by the Senate and General Assembly of the State of New Jersey, established the State Seal of Biliteracy program in 2016 to help students recognize the value and the tangible benefits of bilingualism. Since its inception, a total of 39,008 Seals of Biliteracy have been awarded. This designation on a student’s high school diploma also allows employers and universities to identify bilingual candidates, students with 21st-century skills, and those who have prioritized the study of other languages and cultures. Moreover, the State Seal of Biliteracy emphasizes the importance of bilingualism, which facilitates improved communication and boosts the local economy and cultural understanding, which promotes social acceptance.  

When can students test for the Seal of Biiteracy?

The Seal of Biliteracy assessment is available to all high school seniors. The district's testing window extends from December to the state testing deadline on February 8th. This exam is provided at no cost to NBTHS seniors.


Does the Seal of Biliteracy come with any high school credits?


No. The Seal of Biliteracy indicates recognition of a minimum proficiency level attained by a student in at least one language in addition to English. The Seal of Biliteracy is not awarded based on seat time or course completion requirements and is not tied to credits.  Attainment of the seal does not provide credits toward graduation or act in any way as full or partial fulfillment for a student's being granted a diploma.


How can students demonstrate proficiency in English?


Students can demonstrate their English language proficiency by achieving a passing score on their NJGPA, the 11th-grade ELA assessment.


Which assessments can students use to demonstrate proficiency in a language other than English?


The list of acceptable assessments by the state is updated annually. The district strictly adheres to using state-approved assessments for the Seal of Biliteracy. It's important to note that AP language and culture exams must be taken during the junior year, as scores from assessments taken in the senior year do not arrive until after graduation.
