1. General. In order for NJROTC to support a large number of teams and activities, there must be an effective and functioning cadet organization to manage the day-to-day operations of the Unit. This instruction provides guidance and minimum performance standards for those assigned these responsibilities.

2. Position assignment. Cadets are assigned duties based on their interests, abilities, availability, and the needs of the Unit. Initial assignment will occur upon the cadet’s enrollment in the Unit. They can expect to be assigned a variety of jobs as they progress so that they will have a better understanding of the Unit. Those who wish to be considered for a specific job, or request a change in jobs, should request a change in writing via their department head.

3. Duties and Responsibilities not covered.

a. This manual is not intended to provide detailed instructions for every situation or to limit cadet initiative. Cadets are expected to use it as a guide and as a set of minimum requirements. They are responsible for the fulfillment of their listed tasks and for the tasks assigned to cadets under them.

b. The duties outlined below are generally organized in accordance with the Unit Chain of Command. For a clearer picture of responsibilities and command lines, it should be utilized with the Organization Chart, Appendix 1.

c. Cadets are expected to know the tasks of the department and division to which they are attached and to be prepared to assist as required.

4. Evaluations. Each cadet who has been assigned a job will be formally evaluated on his/her performance by the cadet immediately above him/her in the chain of command, and by the Senior Naval Science Instructor (SNSI)/Naval Science Instructor (NSI). The SNSI/NSI evaluation becomes a part of the aptitude grade of the cadet. How well the cadet fulfills the requirements of his/her job and how well he/she guides and instructs his/her subordinates are major evaluation factors. Failure to fulfill the requirements of a cadet’s job could result in that cadet being relieved of his/her billet by the SNSI/NSI.
